RECOMMENDATION:
That the City Council, adopt an ordinance, to determine that the proposed request is statutorily exempt from the California Environmental Quality Act (CEQA) per Section 21080(b)(10) of the California Public Resources Code; and, to amend the non-exclusive franchise to Chapman University (“Chapman”) to provide transportation shuttle services.
DISCUSSION:
On June 18, 2024, the City Council introduced the subject ordinance granting an amendment to the non-exclusive franchise to Chapman University to operate a transportation shuttle service connecting the Chapman University Main Campus in the City of Orange with an additional off-campus residence hall, known as Chapman Court, which is located at 2045 S. State College Boulevard in the City of Anaheim’s Platinum Triangle. The Ordinance requires a second reading and, if adopted, will become effective in 30 days.
The proposed franchise is statutorily exempt from CEQA per Section 21080(b)(10) of the California Public Resources Code as this request involves passenger transportation service on existing streets.
IMPACT ON BUDGET:
There is no budgetary impact. The shuttle service will be privately owned, managed, and operated by Chapman University.
