*Bidders submitted partial bids on very few items.
** Bidders submitted partial bids and did not offer overall best value. *** Bid all items.

The bid was based on an estimated annual requirement of approximately 255 different medium and heavy-duty replacement parts for approximately 500 heavy-duty highway vehicles and off-road equipment within the City’s fleet. Parts will be purchased on an as- needed basis as maintenance and repair needs arise.

The award is being recommended to Rincon Truck Center Inc. as they were the overall lowest bid on all items. The term of the agreement will be for a one-year period with up to four one-year optional renewals. Pricing is fixed for the initial one-year base period and shall be negotiated each year of the renewal periods with any increases not to exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim areas for the most recent available month period. If prices increase beyond the CPI, the bidder must provide verifiable evidence from the manufacturer of the product to support the requested increase. It will be at the sole discretion of the City to accept or reject such an increase.

The 20% contingency is recommended to cover any increase in the volume of parts that may be needed during the administration of this agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
John Vasquez Rudy Emami
Acting Purchasing Agent Public Works Director
