CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: JULY 16, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE THE USE OF A COOPERATIVE CONTRACT FOR
ISSUANCE OF MASTER AGREEMENT FOR AUTOMOTIVE
TIRES
ATTACHMENT (Y/N): NO ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, authorize the Purchasing Agent to issue a master agreement to Western Brake and Tire Auto Service Center, Anaheim, California, in the not-to-exceed amount of $450,000, to provide automotive tires on an as-needed basis, for the City’s fleet of vehicles for a one-year period with up-to five additional annual renewal options to renew in accordance with the terms of NASPO ValuePoint Cooperative Contract #24155 (Contract) for Tires, Tubes and Services.
DISCUSSION:
The Public Works Department, Fleet Services Division, is tasked with maintaining an inventory of tires for the City’s fleet of vehicles. Having replacement tires that are readily accessible supports a proactive tire maintenance program and maintains safe driving conditions for City Employees. The requested amount was determined based on estimated annual requirements of about 82 different types of tires to accommodate an increasing fleet and the anticipated number of vehicles requiring tire replacement.
The Contract with the Goodyear Tire & Rubber Company was competitively bid, and offers discounts ranging from 30% to 52.50% off the Manufacturer’s Price List (MPL) on a wide variety of tire applications and sizes. Western Brake and Tire Auto Service Center is the local authorized dealer to provide Goodyear tires under Contract. The utilization of Goodyear tires has proven to meet or exceed the performance and reliability of fleet vehicles. Authorization is requested for the Purchasing Agent to execute renewal options in accordance with terms of the Contract.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department Fiscal Year 2024/25 Motorized Equipment Fund Budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
