CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: JULY 16, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: RESOLUTION ADJUSTING RATES OF COMPENSATION FOR

NON-REPRESENTED FIRE CADETS
ATTACHMENT (Y/N): YES ITEM # 23
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, amend Appendix F of the Personnel Rules and Policies covering Non-Represented Full-Time and Part-Time Employees (Personnel Rules) for the purpose of modifying the pay schedule for the Fire Cadet classification, effective the first pay period following approval.

DISCUSSION:

The City and the Anaheim Municipal Employees Association, Police Cadet Unit (AMEA) reached a tentative agreement providing for a competitive pay structure that takes into consideration current market rates that reflect the duties and responsibilities of the classification for Police Cadets.

To maintain salary relationships of like classifications, staff recommends the same salary adjustment to wages for unrepresented classifications designated as Fire Cadets. This recommendation preserves parity between two classifications, where both serve as entry level, pipeline positions into Anaheim public safety academies and ultimately, careers.

The new pay structure will provide a $0.75 delta between steps. The Fire Cadet classification is comprised of three (3) steps in its pay schedule.

Effective the first day of the pay period following City Council Adoption (tentatively July 19, 2024), the steps in the pay schedule will be adjusted to:

Step 7: $21.75 per hour
Step 8: $22.50 per hour
Step 9: $23.25 per hour
Effective the first day of the pay period, which includes July 1, 2025 (tentatively June 20, 2025), the pay schedule will reflect the first three steps of the proposed Police Cadet pay schedule effective on the same date:

Resolution Adjusting Rates of Compensation for Non-Represented Fire Cadets July 16, 2024

Page 2 of 2 ends

Step 7: $24.75 per hour
Step 8: $25.50 per hour
Step 9: $26.25 per hour
Attachment 2 outlines the amendment to Appendix F of the Personnel Rules and Policies Covering Non-Represented Full-Time and Part-Time Employees.

IMPACT ON BUDGET:

The General Fund impact for Fiscal Year (FY) 24/25 is approximately $32,324 and there are sufficient funds in the Fire Department’s FY 24/25 budget. The overall cost of the adjustment through the end of FY 25/26 is approximately $90,352 and will be absorbed by the department.

Respectfully submitted,
Linda N. Andal
Human Resources Director
