CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: JULY 16, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: ENVIRONMENTAL CLEANUP PROGRAM GRANT
APPLICATIONS FOR THE INSTALLATION OF TRASH
CAPTURE DEVICES IN STORM DRAIN CATCH BASINS AND
FOR THE INSTALLATION OF A STORMWATER CAPTURE,
TREATMENT AND INFILTRATION SYSTEM IN STATE
COLLEGE BOULEVARD
ATTACHMENT (Y/N): YES ITEM # 21
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by two Resolutions, authorize the Public Works Director, or designee, to submit competitive grant applications to the Orange County Transportation Authority (OCTA) Environmental Cleanup Program (ECP) for the:
1) installation of full trash capture devices in storm drain catch basins throughout the City, which is for $600,000 in grant funds with local matching funds of $150,000; and 2) construction of a stormwater capture, treatment and infiltration system in State College Boulevard, which is for $1,500,000 in grant funds with local matching funds of $1,000,000; and if awarded, authorize the acceptance of the grant(s) and amend the budget for the appropriate Fiscal Year; and determine that these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to guideline section 15303.
DISCUSSION:
The OCTA ECP Tier 1 (Tier 1 Program) under Measure M2 provides grant funds for projects that:
1. Help protect Orange County beaches and waterways from transportation generated pollution (urban runoff) and improve overall water quality.
2. Mitigate visible forms of pollutants through Best Management Practices (BMP’s).
The City’s grant application to OCTA under the Tier 1 program is for the installation of trash capture devices (Connector Pipe Screens, Automatic Retractable Screens, and Baskets) in storm drain catch basins throughout Anaheim. These devices will prevent trash and other debris from being conveyed downstream in the storm drain system and allow it to be collected by Public Works Operations staff. This not only keeps Environmental Cleanup Program Grant Applications for the Installation of Trash Capture Devices in Storm Drain Catch Basins and for the Installation of a Stormwater Capture, Treatment and Infiltration System in State College Boulevard July 16, 2024
Orange County beaches and waterways clean, it allows the City to move forward toward compliance with the State mandated “Trash Provisions” requirements. Currently the City’s effort is on track to achieve compliance, having installed enough trash capture devices to address 81% of the area required. This project will allow the City to increase this area to approximately 86%.
OCTA requires that a Council resolution be submitted with the grant application to serve as an acknowledgement that the City of Anaheim will perform the activities to finance, construct, and maintain the proposed project improvements. The City is pursuing the maximum in grant funds of $600,000 offered under the Tier 1 Program.
The OCTA Environmental Cleanup Program, Tier 2 (Tier 2 Program) under Measure M2 provides grant funds for projects that:
1. Help protect Orange County beaches, waterways and groundwater from transportation related pollution.
2. Mitigate visible and non-visible pollutants (heavy metals, sediment and organics) through regional, capital-intensive projects that include Best Management Practices to address a wide range of pollutants.
The City’s grant application to OCTA under the Tier 2 program is for the installation of a capture, treatment and infiltration system in State College Boulevard. This system will capture approximately 63 acre-feet of water per year. The water will consist mostly of stormwater runoff, with a small contribution of urban runoff (mostly irrigation overflow from yards). The water will be diverted from a 66” storm drain in Wagner Avenue, into a treatment chamber, which will remove trash and other debris. The water will then flow into an abandoned large diameter Orange County Sanitation District sewer trunk line in State College Boulevard, which has been repurposed to act as a detention and conveyance pipe. From this pipe the water will fill infiltration wells, allowing the cleaned water to infiltrate into the drinking water aquifer.
This project, not only prevents pollutants from being carried to the ocean, it also provides an inexpensive local water supply and reduces the potential for flooding in neighborhoods along State College Boulevard.
OCTA requires that a Council resolution be submitted with the grant application to serve as an acknowledgement that the City of Anaheim will perform the activities to finance, construct, and maintain the proposed project improvements. The City is pursuing grant funds in the amount of $1,500,000 under the Tier 2 Program.
This project is in line with the City’s Strategic Plan Goal A Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds.
Environmental Cleanup Program Grant Applications for the Installation of Trash Capture Devices in Storm Drain Catch Basins and for the Installation of a Stormwater Capture, Treatment and Infiltration System in State College Boulevard July 16, 2024
IMPACT ON BUDGET:
If the Department of Public Works is successful in obtaining the grant funding, the Department’s budget will be amended in the corresponding fiscal year. Matching funds for the Tier 1 Program, amounting to 20% of the project costs, will be appropriated from the Wastewater Collection and Disposal System Maintenance Fund. Matching funds amounting to 40% of the project cost for the Tier 2 Program will be paid from a Metropolitan Water District grant in the amount of $800,000 and the remaining $200,000 will be appropriated from the Wastewater Collection and Disposal System Maintenance Fund.
Respectfully submitted,
Rudy Emami
Public Works Director
