DATE: JULY 16, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: ADOPTION OF A MEMORANDUM OF UNDERSTANDING

BETWEEN THE CITY OF ANAHEIM AND ANAHEIM

MUNICIPAL EMPLOYEES ASSOCIATION, POLICE CADET
UNIT
ATTACHMENT (Y/N): YES ITEM # 22
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, adopt a Memorandum of Understanding (“MOU”) establishing the terms and conditions of employment for classifications represented by the Anaheim Municipal Employees Association (“AMEA”), Police Cadet Unit, effective June 21, 2024 through June 18, 2026.

DISCUSSION:

The City and the AMEA reached a tentative agreement on May 28, 2024 and was subsequently ratified by the bargaining unit on June 13, 2024. This unit represents approximately 32 part-time Police Cadet positions in the Police Department. The Police Cadet classification is intended to attract college students interested in gaining exposure to the various aspects of police work in preparation for a career in law enforcement.

The AMEA MOU expired on June 20, 2024. The proposed MOU provides for a competitive pay structure that takes into consideration current market rates that reflect the duties and responsibilities of the classification. Police Cadets perform a variety of duties that support law enforcement functions including, but not limited to, obtaining information from victims and witnesses, completing police reports, parking, enforcement, and traffic control.

Substantive provisions in the proposed MOU include the following:
 Two-year term from June 21, 2024 through June 18, 2026;  General wage increase that provide for an hourly rate of $21.75 - $24.00 per hour, with $0.75 differential between pay steps effective the first day of the pay period following City Council adoption of the MOU, and subsequent wage adjustments effective the pay period that includes July 1, 2025, that adjusts the steps to $24.75 to $27.00 per hour, maintaining the $.75 differential between pay steps; Adoption of Memorandum of Understanding between the City of Anaheim and Anaheim Municipal Employees Association, Police Cadet Unit

 Upon establishment of a formal Department Police Cadet Training Program, training pay premium equal to 5% of the base rate of pay when assigned temporary training duties upon;
 Increase bilingual pay by $0.20 per hour for all levels of bilingual assignment, resulting in $0.90 per hour for qualified Police Cadets required to speak another language and $1.10 per hour for the assignment to speak and read and/or write in another language;
 The requirement to successfully certify in CPR and First Aid within the first 12 months after appointment to the Police Cadet classification;  A cap of up to four hours for approved ride-alongs that occur outside the normally scheduled work hours paid at the employee’s base rate of pay; and  Requirement to maintain direct deposit.

The tentative agreement also incorporates into the MOU an existing Letter of Understanding related to mandatory paid sick leave for part-time employees, required by law. Other proposed changes include language clarification and non-substantive language clean-up. A redline copy of the MOU reflecting the changes is included with this report.

IMPACT ON BUDGET:

The general fund impact for the term of the contract through fiscal year 2025/26 is approximately $438,715 and may slightly increase upon completion of the Police Cadet Training Program. General fund impact to the fiscal year 2024/2025 budget is approximately $160,205 and the Police Department has sufficient funding to absorb the costs.

Respectfully submitted,
Linda N. Andal
Human Resources Director
