CITY COUNCIL AGENDA REPORT
City of Anaheim

ECONOMIC DEVELOPMENT DEPARTMENT
DATE: JULY 23, 2024
FROM: ECONOMIC DEVELOPMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH SECURITY
LAND & RIGHT OF WAY SERVICES, INC. FOR

PROFESSIONAL PROPERTY MANAGEMENT SERVICES
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the Anaheim City Council, by Motion, approve a Professional Services Agreement by and between the City of Anaheim and Security Land & Right of Way Services, Inc. (Security Land), for professional property management services to support current and future economic development needs, in an amount not to exceed $200,000, for a two- year term, with two, two-year renewal options, for a total not to exceed amount of $600,000, and authorize the City Manager, or his designee, to execute and administer the Agreement on behalf of the City.

DISCUSSION:

This professional services agreement was previously approved by City Council at its June 18, 2024, meeting. Due to a clerical error, the wrong agreement was posted on the City’s website, which necessitates re-approval by City Council. The Economic Development Department currently possesses a portfolio of various City and Successor Agency properties, encompassing former residential, commercial, and industrial sites.

Given the ongoing requirements for property management services such as scheduled inspections, routine upkeep, emergency repairs, graffiti removal, and weed control, the Housing Authority and Economic Development Department initiated a Request for Proposals (RFP) for such services in April 2024. Subsequently, two firms presented proposals for evaluation and consideration.

In accordance with the qualifications-based selection procurement outlined in City Council Policy No. 4.1, the Economic Development Department formed a review panel comprised of professionals from the Economic Development and Housing & Community Development Departments. The panel conducted a thorough assessment of qualifications based on expertise in property management principles, the qualifications of proposed personnel, service accessibility, familiarity with the unique property management needs of the department's portfolio, and the reasonableness of fee structures. Subsequently, Security Land was selected as the most qualified in accordance with the scoring criteria outlined in the RFP.

Professional Services Agreement with Security Land & Right of Way Services, Inc. for Professional Property Management Services July 23, 2024

Page 2 of 2 ends

Based on the established selection criteria and reference checks, Security Land was the highest-rated property management firm. Security Land has extensive experience in managing publicly owned properties, has a local presence in Anaheim, and offers the lowest management fees. Based on the results of the selection process, staff recommends approval of the attached Professional Services Agreement with Security Land. The Agreement has an initial term of two years, with two, two-year renewal options and a not-to-exceed amount of $200,000 for each term.

IMPACT ON BUDGET:

The funds for this Agreement are available in the Economic Development Department’s FY 2024/25 budget.

Respectfully submitted,
Sergio M. Ramirez
Director
