FIRE & RESCUE DEPARTMENT
DATE: JULY 23, 2024
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: AGREEMENT WITH TRAUMA INTERVENTION PROGRAMS,
INC. TO PROVIDE A RANGE OF EMOTIONAL AND
PRACTICAL SUPPORT TO VICTIMS OF TRAUMATIC EVENTS
AND THEIR FAMILIES
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1. Waive Council Policy 4.1 and approve an agreement with Trauma Intervention Programs, Inc., to provide a range of emotional and practical support to victims of traumatic events and their families, for a three-year term commencing on July 1, 2024, with two (2) one-year optional renewals, with a total contract not-to-exceed amount of $220,962; and
2. Authorize the Fire Chief to execute and administer the agreement on behalf of the city.
DISCUSSION:
Trauma Intervention Programs, Inc. (TIP) is a national non-profit organization founded in 1985. TIP has 15 affiliates serving over 250 cities across the nation. The City of Anaheim is an affiliate of the Orange County Chapter, founded in 1995, which has 125 active volunteers serving 26 jurisdictions, 15 hospitals, and 16 public safety agencies.
The volunteers respond quickly to traumatic incidents at the request of law enforcement, fire, and hospital personnel to offer emotional support and practical resources to survivors, family members, witnesses, friends, and bystanders. TIP is a group of specially trained volunteers who provide emotional aid and practical support to victims of traumatic events and their families in the first few hours following a tragedy. The TIP volunteers are available 24 hours a day, 365 days a year to support those in need following a natural or unexpected death or injury; victims of violent crime; survivors of suicide or overdose; people involved in motor vehicle or other accidents; victims of fire; or other tragic events.
The City has contracted with TIP since 2012 to provide emotional and practical support to victims of traumatic events and their families. TIP is the sole provider of trauma intervention services in the Orange County Region, and therefore, Fire & Rescue is Agreement with Trauma Intervention Programs, Inc. to provide a range of emotional and practical support to victims of traumatic events and their families
July 23, 2024
requesting Council Policy 4.1 be waived for this contract. Due to the specialized nature of the services, staff could not identify an alternate service provider. The availability of trained TIP volunteers to assist in crisis situations allows public safety personnel to respond to the incident and is an invaluable resource to the city. The annual contract cost is as follows:
Fiscal Year 2024-25: $41,619.00
Fiscal Year 2025-26: $42,868.00
Fiscal Year 2026-27: $44,154.00
Fiscal Year 2027-28: $45,478.00
Fiscal Year 2028-29: $46,843.00
Staff recommends the City Council approve the proposed three-year agreement (commencing on July 1, 2024) with two optional one-year renewals. The total not-to- exceed amount of the agreement is $220,962.
This agreement is in line with City’s Strategic Plan Goal E – Support Public Safety, Strategy 7 – Identify ways to reduce police and fire response times.
IMPACT ON BUDGET:
Sufficient appropriation is available in the Fire Department’s FY 2024/25 General Fund Budget.
Respectfully submitted, Concurred by,
Patrick J. Russell Rick P. Armendariz
Fire Chief Chief of Police
