CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: AUGUST 13, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR ECONOLITE VIDEO DETECTION

SYSTEMS AND RELATED EQUIPMENT
ATTACHMENT (Y/N): NO ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from Econolite, in the amount of $2,217,265.20 plus applicable sales tax, for the purchase of as needed traffic video detection systems and related equipment, for a one-year period with up to four one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9801.

DISCUSSION:

Purchasing solicited bids from known suppliers and posted the bid on the City of Anaheim’s (City) procurement portal. Sealed bids were received by 2:00 p.m., July 9, 2024, from the following suppliers and were publicly opened immediately thereafter.

Bidder Total Bid
Econolite $ 2,217,265.20
Anaheim, CA
Morgan Ingland LLC $ 2,965,999.00
San Francisco, CA
The bid was based on the annual requirement to build, maintain, and monitor forty (40) four-way signalized intersections. The video detection system, consisting of motion detection cameras, mounting brackets, cabling and accessories, is used to detect vehicle demand at intersections. The bid also includes traffic signal controllers and related components to maintain and upgrade up to an additional forty (40) signalized intersections. The traffic signal controllers are used to control right of way at signalized intersections.

Public Works staff previously evaluated and thoroughly tested all listed Econolite’s equipment as well as other manufacturer’s devices for features, functionality and reliability. Staff found Econolite’s equipment to meet all these requirements and to be interoperable with the City’s existing fiber optic communications infrastructure. evaluation process is derived from the Caltrans Headquarters Qualified Products List (QPL) evaluation process. Econolite products are the equipment standard for the length of this agreement allowing for the upgrade of the City’s outdated traffic management devices.

This bid was posted on the City’s procurement portal and a total of 109 vendors were notified of the solicitation. The bid documents were reviewed by 15 companies, but only two submitted a response. Other prospective bidders could not provide the requested equipment or were suppliers of alternative brands of equipment.

The term of the agreement will be for a one-year period with up to four one-year optional renewals. Pricing is fixed for the initial one-year base period and shall be negotiated each year of the renewal periods with any increases not to exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim areas for the most recent available month period. If prices increase beyond the CPI, the bidder must provide verifiable evidence from the manufacturer of the product to support the requested increase. It will be at the sole discretion of the City to accept or reject such an increase.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 Traffic Operations budget from the General Fund. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Kari Bouffard Rudy Emami
Purchasing Agent Public Works Director
