CITY COUNCIL AGENDA REPORT
City of Anaheim
HUMAN RESOURCES DEPARTMENT
DATE: AUGUST 13, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: APPROVAL OF A LETTER OF UNDERSTANDING BETWEEN
THE CITY OF ANAHEIM AND THE INTERNATIONAL
BROTHERHOOD OF ELECTRICAL WORKERS, LOCAL 47,
ANAHEIM PART-TIME CUSTOMER SERVICE EMPLOYEES
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, approve a Letter of Understanding (“LOU”) between the City of Anaheim and the International Brotherhood of Electrical Workers, Local 47, Anaheim Part-Time Customer Service Employees (“IBEW”), to modify the January 1, 2023 through December 31, 2025 Memorandum of Understanding (“MOU”), recognize the Part-Time Principal Utilities Engineering Aide and the Part-Time Senior Utilities Engineering Aide classifications as represented by the IBEW and approve the rates of compensation and terms and conditions for these classifications.
DISCUSSION:
On October 17, 2023, the City and IBEW entered into an MOU for the term of January 1, 2023 through December 31, 2025. The IBEW Part-Time Unit represents approximately 20 part-time employees in the classifications of public utility customer service, utility service representatives, and part-time meter readers.
An election for representation by unrepresented classifications in the Part-Time Principal Utilities Engineering Aide and Part-Time Senior Utilities Engineering Aides was conducted resulting in the classifications electing to be represented by IBEW. As a result, IBEW and the City began the meet and confer process on November 6, 2023 and mutually agreed to recognize said classifications as exclusively represented by the IBEW, Part-Time Unit, effective the first day of the pay period following City Council adoption. These part-time classifications perform sub-professional electrical drafting work to support the Public Utilities Department. There is one (1) current incumbent within the classification of Part-Time Principal Utilities Engineering Aide and three (3) incumbents within the classification of Part-Time Senior Utilities Engineering Aide.
The City and the IBEW took into consideration the general wage increases, one-time value, and vacation benefit the Part-Time Principal Utilities Engineering Aide and Part- Approval of Letter of Understanding between the City of Anaheim and the International Brotherhood of Electrical Workers, Local 47, Anaheim Part-Time Customer Service Employees
August 13, 2024
Time Senior Utilities Engineering Aide would have received under the current MOU during the meet and confer process and as such, reached a tentative agreement as follows: increases of one and one-half percent (1.5%) effective the pay period including July 1, 2023 and four percent (4.0%) effective December 22, 2023, which is the difference the incumbents would have received under the IBEW-Part-Time Unit; one- time non-PERSable sum of $1,875, which is equal to the value provided in the current MOU; vacation benefit consisting of a lump sum payment of 3% of gross pay wages from calendar year 2023; eligibility for Bilingual Pay; and Safety Boot Allowance.
With the addition of the classifications of Part-Time Principal Utilities Engineering Aide and Part-Time Senior Utilities Engineering Aide, the composition of the bargaining unit expanded beyond classifications that provide direct customer service interface. For this reason, the City and IBEW-Part-Time reached a tentative agreement to change the title of the bargaining unit from “The International Brotherhood of Electrical Workers, Local 47, Anaheim Part-Time Customer Service Employees” to “The International Brotherhood of Electrical Workers, Local 47, Anaheim Part-Time Service Employees.” IMPACT ON BUDGET:
The classifications within this unit are funded by the Public Utilities Department enterprise fund. The cost of the recommendation is estimated to be $64,100 for the term of the contract, including $31,100 for FY 2024/25. The Public Utilities Department has sufficient funds to support the recommendation.
Respectfully submitted,
Linda N. Andal
Human Resources Director
