FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT

DEPARTMENT
ATTACHMENT (Y/N): YES ITEM # 01
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the Governing Board of the Anaheim Housing Authority, by Motion:

1. Approve Master Agreements (Agreements), substantially in the form attached, for demolition, disposal/debris removal, and erosion and sediment control on an as- needed basis with AD Improvements, Inc., J&G Industries Inc., and Silverado Contractors, Inc.; each for a two-year term with two additional two-year renewal options, provided that annual expenditures do not exceed $1,000,000 per fiscal year in the aggregate, with individual Work Order Packages not to exceed $500,000; and

2. Authorize, designate, and direct the Executive Director of the Anaheim Housing Authority, or her designee, to execute and take any and all actions as necessary to implement and administer the Agreements; and

3. Authorize de minimis changes that do not substantially change the terms and conditions of the Agreements as determined by the Office of the City Attorney.

DISCUSSION:

The Anaheim Housing Authority (Authority) currently maintains an inventory of properties throughout the City of Anaheim (City) for the purposes of advancing the production of affordable housing. Some of the properties acquired by the Authority are improved with structures that, in most cases, must be demolished to make way for new development, except for adaptive re-uses such as motel conversions. In order to facilitate the development of these properties, the Authority will demolish and clear all structures from the properties to allow development to move forward expeditiously. The Authority has historically relied on contractors to provide demolition services involving the removal of structures, debris removal, erosion and sediment control, removal of Award of Master Agreements for Demolition, Disposal/Debris Removal, and Erosion and Sediment Control August 13, 2024

hazardous materials, capping and removal of sewer laterals and gas lines, and obtaining the necessary permits from all regulatory agencies to complete the work. Accordingly, in March 2024, the Authority solicited proposals for such services through Planet Bids (the City’s on-line advertising program) and received five responses:

Firm Rank
Silverado Contractors, Inc. 1
AD Improvements, Inc. 2
J&G Industries Inc. 3
Integrated Demolition and Remediation Inc. 4
Interior Demolition Inc. 5
In accordance with the qualifications-based selection procurement process outlined in City Council Policy No. 4.1, the Authority formed a review panel comprised of staff from the Housing and Community Development Department (Department) to review the proposals. The panel thoroughly assessed the qualifications of the respondents, including the contractor’s understanding of the scope of work, staff expertise, firm experience, contractor’s ability to adhere to the established schedule, and positive references.

Based on the above-referenced scoring criteria, AD Improvements, Inc., J&G Industries Inc., and Silverado Contractors, Inc., were selected to provide demolition services on an as-needed basis. Under the terms of the Agreements, these three pre-qualified contractors will be requested to submit project specific bid proposals based on a Work Order Package when services are needed. The Department will then select the most qualified contractor based on the lowest responsible bid to complete the work within the timeframe established in the Work Order Package. Individual Work Order Packages may not exceed $500,000.

The proposed Agreements will enable the Department to secure timely demolition services on an as-needed basis and prepare sites for development. Examples of recent demolition work performed by prior contractors include the demolition of the Anaheim Lodge Motel, Covered Wagon Motel, and commercial buildings at the southeast corner of Beach Boulevard and Lincoln Avenue. The Agreements are valid for two years, with the option of two additional two-year renewal terms authorized by the Executive Director of the Anaheim Housing Authority. Expenditures under the three Agreements will not exceed $1,000,000 in the aggregate annually.

IMPACT ON BUDGET:

Sufficient funds are available in the Housing & Community Development Department FY 2024/25 budget.
