CITY MANAGER’S OFFICE
DATE: AUGUST 13, 2024
FROM: CITY MANAGER’S OFFICE
SUBJECT: APPOINTMENTS TO THE ANAHEIM TOURISM
IMPROVEMENT DISTRICT (ATID) ADVISORY BOARD
ATTACHMENT (Y/N): NO ITEM # 22
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, take the following action:
Appoint two members to the ATID Advisory Board to represent hotels within the ATID boundary. These representatives should reflect a diversity of hotel sizes, based on hotel room count, and should not be members of the Visit Anaheim Board of Directors [Tina Riley (The Anaheim Hotel) and Rhanda Richardson (JW Marriot, Anaheim Resort)] and;
a. By Motion, appoint both members to a term of four (years) each; or
b. By Motion, stagger the initial terms with one (1) hotel representative to serve an initial term of four (4) years, and the remaining member to serve an initial term of two (2) years [if Council decides to stagger terms, direct the City Clerk to conduct a random drawing].
DISCUSSION:
The Anaheim Tourism Improvement District Advisory Board ("Advisory Board") established pursuant to the State Auditor’s recommendation, and consistent with Ordinance No. 6174, Chapter 2.14 Section 150 of the Anaheim Municipal Code is to make recommendations to the City Council regarding the expenditure of revenues derived from the levy of assessments, the classification of businesses, and the method and basis of levying the assessments.
The role of the Advisory Board is separate from the role of Contracting Entity (“Visit Anaheim”) and the Advisory Board will not fulfill any role assigned by Chapter 2.14 or by agreement with Visit Anaheim. The role of the Advisory Board is limited to making recommendations to the City Council either directly or through recommendations to Appointments to the Anaheim Tourism Improvement District (ATID) Advisory Board August 13, 2024
Visit Anaheim or the ATID Transportation Committee as part of preparation of the ATID annual reports.
The Advisory Board consists of seven (7) members. The two (2) hotel owner representative Advisory Board members are to be recommended by the Contracting Entity and approved by the City Council. The remaining five (5) members are a representative from the City Manager’s Office, the City Finance Director, the City Audit Manager, the City Convention, Sports & Entertainment Director, and the President/CEO of Visit Anaheim or their designee.
Visit Anaheim has identified the following two hotel representatives for City Council to consider for appointment: Tina Riley from The Anaheim Hotel and Rhanda Richardson from the JW Marriot, Anaheim Resort.
The term for the hotel owner’s representatives to serve on the Advisory Board is four years. The initial appointments by the City Council may include one hotel representative serving an initial term of two (2) years so that the terms are staggered. If the City Council chooses to stagger the terms, the City Clerk will conduct a random drawing for one (1) member to serve the initial term of two (2) years with the remaining member to serve a term of four (4) years. If the City Council chooses not to stagger the terms, both representatives will serve for four (4) years.
IMPACT ON BUDGET:
Funds to support the work of the Advisory Board are budgeted by the City Departments providing support and liaison.
Respectfully submitted,
Greg Garcia
Assistant City Manager
