GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council take the following actions:

1. Adopt an ordinance approving Amendment No. 4 to the Mountain Park Specific Plan No. 90-4 (SP 90-4); and

On July 23, 2024, the City Council unanimously approved the Gypsum Canyon Cemetery Project (Project) and introduced the subject Ordinances amending the Mountain Park Specific Plan (MPSP) and associated Zoning Code. This amendment adds cemeteries and associated infrastructure as a permitted use in the MPSP Development Area 5 and removes the convenience store permitted in the Institutional Development Area 6 as a clean-up item.

A copy of the July 23, 2024 City Council staff report is provided as Attachment 3 to this report. If adopted, the ordinances will become effective in 30 days.

All environmental impacts associated with the proposed project, including the actions described in the ordinances, were analyzed in an Addendum to Final Environmental Impact Report No. 331, along with Mitigation Monitoring Plan No. 389, prepared for this project, and which was adopted by City Council Resolution No. 2024-081 on July 23, 2024.
