CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: AUGUST 13, 2024
FROM: POLICE DEPARTMENT
SUBJECT: AGREEMENT WITH EL RANCHO CHARTER SCHOOL TO
ASSIGN A POLICE SCHOOL RESOURCE OFFICER
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1. Approve a School Resource Officer Agreement with El Rancho Charter School for the Police Department to provide one (1) School Resource Officer on a part-time basis, reimbursed in an amount not to exceed $55,000, for a one-year term commencing on August 1, 2024; with up to five (5) automatic one-year renewals; and
2. Authorize the Chief of Police to execute and administer the agreement on behalf of the City.
DISCUSSION:
El Rancho Charter School requested the Police Department to assess if there was a need for a School Resource Officer (SRO) as they serve over 1,100 junior high school students in the Anaheim Hills area. The Police Department determined there is a need for one (1) SRO to respond to police-related issues unique to school campuses. The SRO will handle crimes that occur on campus, and be utilized for crisis intervention, counseling, and mentoring of students. The SRO will not be responsible for discipline of students or enforcement of school rules and regulations. The SRO will provide El Rancho public safety services and assist with other campuses as needed. 25% of the SRO’s time will be dedicated to El Rancho, and the remaining 75% will be dedicated to support the Police Department’s Youth & Gang Violence Strategic Plan; focusing on creating relationships, opportunities, alternatives and safe environments in order to reduce youth violence and delinquency. The SRO will bring together various departments within the City of Anaheim, our schools, various non-profits, and our community to work together to reduce youth violence and create opportunities for our youth to thrive.
El Rancho will reimburse the Police Department $55,000 annually towards the total cost of the SRO for the services provided to them. The Police Department will be utilizing an existing budgeted police officer position, so there is no impact to the Department’s Agreement with El Rancho Charter School to assign a Police School Resource Officer August 13, 2024
Fiscal Year 2024/25 General Fund Expenditure Budget. The agreement includes a one- year term commencing on August 13, 2024, with up to five (5) automatic one-year renewal terms.
The additional SRO supports the City’s Strategic Plan Goal E – Supporting Public Safety, Strategy 7 – Identify ways to reduce police and fire response times, of the Strategic Plan Anaheim 2024-2034.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s FY 2024/25 General Fund Budget.
Respectfully submitted,
Rick P. Armendariz
Chief of Police
