CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: AUGUST 13, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO ISSUE A MASTER AGREEMENT FOR
GEOGRAPHIC INFORMATION SYSTEMS ENTERPRISE
LICENSING
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bid requirement of Council Policy
4.0 and authorize the Purchasing Agent to issue a master agreement to Environmental Systems Research Institute, Inc. (ESRI), in the aggregate amount of $1,385,000 for Geographical Information Systems Enterprise software licensing including annual maintenance and software support for a 3-year term.
DISCUSSION:
The City of Anaheim (City) has been utilizing Geographic Information System (GIS) software and technology from ESRI for over two decades to support a wide range of City functions, including urban planning, public works, emergency management, community development, community services, and utility infrastructure. The existing enterprise agreement expires on August 31, 2024.
A renewed Enterprise Agreement with ESRI will allow the City to maintain stable operations with enhanced benefits, such as:
Enhanced operation efficiency – an integrated platform provides a single point of truth for all geospatial data, and access to real-time data helps with being responsive to City needs.
Improved decision-making – GIS data and analytics support data-driven decisions.
Community services – Enhanced mapping and analysis improve public services such as emergency response, and community engagement is improved by providing applications which feature City projects and services. Cost savings – an enterprise agreement provides reduced annual maintenance fees compared to individual licensing.
As the current platform in use and embedded within various workflows within the City, ESRI provides essential functions for GIS services and has been determined as the most cost efficient software that will preserve the established integrations and interactions with multiple systems in use within the City’s environment. ESRI has agreed to amortize Authorization to Issue a Master Agreement for Geographic Information Systems Enterprise Licensing August 13, 2024
the licensing cost over the three-year period of the agreement, with a first year cost of $450,000, and second and third year costs at $460,000 and $475,000, respectively. The City retains the right to terminate the agreement if sufficient funds are not available in years two or three.
IMPACT ON BUDGET:
Sufficient funds are included in the Finance Department’s FY 2024/25 budget from Information Services funds. Subsequent years’ renewals will be subject to available budget appropriations.
Respectfully submitted, Concurred by,
Kari Bouffard Deborah A. Moreno
Purchasing Agent Finance Director/City Treasurer
