CITY COUNCIL AGENDA REPORT
City of Anaheim
FIRE & RESCUE DEPARTMENT
DATE: AUGUST 20, 2024
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: RESOLUTION IDENTIFYING THE TERMS AND CONDITIONS
FOR ANAHEIM FIRE & RESCUE PERSONNEL ASSIGNED TO
AN EMERGENCY INCIDENT
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, accept the terms and conditions for Anaheim Fire & Rescue personnel assigned to an emergency incident and rescind Resolution No. 2023-034.
DISCUSSION:
Anaheim Fire & Rescue is one of approximately 800 fire departments in California that participates in both Master Mutual Aid and assistance for hire on incidents throughout California and other states. The California Fire Assistance Agreement (CFAA), which prescribes formulas and rates for reimbursement to local agencies assisting the State of California and Federal fire agencies, was amended in 2015 to provide for portal-to-portal reimbursement. This means that personnel and equipment supporting CFAA incidents will be reimbursed for their time beginning at the time of dispatch to the time they return and are available for another emergency response.
The City Council originally adopted Resolution No. 2016-176 on August 30, 2016 and subsequently, Resolution No. 2023-034, which updated portal-to-portal reimbursement for a number of suppression and dispatch job classifications. The attached Resolution will add to the number of classifications to be compensated portal-to-portal if they are assigned to deploy to or otherwise support an emergency incident or response.
IMPACT ON BUDGET:
Overtime and overhead costs for mutual aid under the CFAA are fully reimbursed by the State of California
