DISCUSSION:
The City of Anaheim (City) is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA).
As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated worker and youth job seekers including job search assistance, resume and interview preparation, career assessment, occupational skills training, and on-the-job training.
The State conveys WIOA program funds to the City through a Subgrant Agreement.
The attached Subgrant Agreement is for Program Year 2024-2025. The first allocation made available through the Agreement is for youth services. The Youth allocation for Program Year 2024-2025 totals $763,071 and will be used to provide eligible youth with services prescribed by the WIOA including tutoring, workforce preparation and training, occupational skill training, and paid work experience. The term for this agreement begins April 1, 2024, however, this master subgrant agreement was not Resolution Approving the Workforce Innovation and Opportunity Act Subgrant Agreement with the State of California August 20, 2024
conveyed to the City until after the State FY 2024/25 budget went into effect July 1, 2024.
Funding allocations for Adult and Dislocated Worker activities are forthcoming and will be unilaterally modified into this Subgrant Agreement at a later date. Preliminary noticing from the State of California, Employment Development Department indicates the City will receive approximately $748,510 for Adults, and $688,542 for Dislocated Workers to provide those populations with WIOA prescribed services such as comprehensive skills assessment, job readiness training, job search assistance, on-the- job training, and occupational skills training. The City also will receive $407,443 in Rapid Response and Layoff Aversion funding to assist Anaheim businesses to avert layoffs, minimize the impact of downsizing and connect employees to employment resources when layoffs/downsizing is unavoidable.
The proposed resolution supports the City’s Strategic Plan Goal B Enhance Livability, Strategy 2 – Develop strategies to stabilize and expand affordable, workforce, and home ownership housing options for low-income residents.
IMPACT ON BUDGET:
Increase the Housing & Community Development Department’s Fiscal Year 2024/25 restricted for the WIOA programs budget by $74,404.
Respectfully Submitted,
Grace Ruiz-Stepter
Director of Housing and
