GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve the Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY2023 Urban Areas Security Initiative (UASI) with the City of Santa Ana, in the amount of $352,790, for reimbursement of funds expended for the purchase of equipment, services, and training, and other required documents authorized under the UASI Grant, increase the Police Department’s budget for Fiscal Year 2024/25 accordingly, authorize the Chief of Police, or designee, to execute and administer the Sub- grantee agreement; and
2. Approve the Memorandum of Understanding (MOU) with the City of Santa Ana for the Urban Areas Security Initiative 2023 and authorize the City Manager to execute the MOU.
DISCUSSION:
Since 2004, the U.S. Department of Homeland Security (DHS), through the State of California’s Office of Homeland Security (OHS) now known as California Office of Emergency Services (Cal OES), has designated the Cities of Anaheim and Santa Ana (hereafter referred to as the “the Cities”) as Urban Areas and awarded grant funds yearly under the Urban Area Security Initiative (UASI) Grant.
The UASI program assists high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The grant specifically provides funding for anti-terror equipment, planning, training, exercises and technical assistance. Funding is allocated based on risk and need, and must be used to build the regional critical capabilities with the goals and priorities of the program.
Homeland Security Grant Program and Related Agreements
September 10, 2024
In 2006, DHS combined the Anaheim UASI and the Santa Ana UASI into a single Urban Area. With this came the requirement that one of the two UASI jurisdictions be designated as the Single Point of Contact (SPC) for purposes of the grant application and financial management of the grant. The Cities wish to continue their collaborative effort with the 2023 UASI Grant, with Santa Ana designated as the SPC.
The Cities elected to define each Urban Area broadly to include all jurisdictions in the county, as well as key disciplines, such as Health, Law, Fire, Emergency Management and others as defined by DHS. The Cities have formed a true partnership with all stakeholders in the county and all other jurisdictions, and have collaborated to enhance overall preparedness levels, at all times focusing on mitigating risk and improving consequence management for the most critical infrastructure and targets. The projects approved for funding under the FY2023 UASI grant have been approved by the Orange County Urban Area Working Group, and align with the FY2023 DHS National Priority Areas.
This grant award supports the city’s Strategic Plan Goal A Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds.
IMPACT ON BUDGET:
FY 2024/25 revenue and expenditure appropriations will be increased by $352,790 in the Police Department’s restricted Urban Area Security Initiative Grant Fund. There is no local match requirement.
Respectfully submitted,
Rick P. Armendariz
Chief of Police
