CITY COUNCIL AGENDA REPORT
City of Anaheim
FIRE & RESCUE DEPARTMENT
DATE: SEPTEMBER 10, 2024
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENTS FOR EMS
EDUCATOR SERVICES
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1. Approve Professional Services Agreements (Agreement) with i) FireMed Consulting, LLC in an amount of $100,000 per contract year with a total contract amount not to exceed $500,000, ii) Krista Pope in an amount of $100,000 per contract year with a total contract amount not to exceed $500,000, and iii) JJ Emergency Training, LLC in an amount of $175,000 per contract year with a total contract amount not to exceed $875,000, for EMS Educator Services each for an initial one year term, with four one-year optional renewals; and
2. Authorize the Fire Chief, or designee, to execute and administer the agreements and extensions.
DISCUSSION:
As part of the rules and regulations for providing and delivering Advanced Life Support (ALS) paramedic services, the Emergency Medical Services (EMS) division of the Orange County Health Care Agency requires agencies to have a Continuous Quality Improvement (CQI) program managed by CQI Coordinators (who have a background as a Registered Nurse, Paramedic or Physician). Anaheim Fire & Rescue’s EMS service delivery model includes contracting with qualified EMS Educators who serve as the department’s CQI Coordinators. The EMS Educators ensure Anaheim Fire & Rescue’s Emergency Medical Technicians (EMTs) and Paramedics are provided continuous education and training to ensure the highest level of EMS services are provided to the Anaheim community.
Anaheim Fire & Rescue’s current CQI program reviews and analyzes the EMS program and its effectiveness, trends, and needs based on patient outcomes. This helps to ensure EMS system excellence, identify education and training needs, and assist in the formation of policies, procedures and system modifications. EMS Educators provide training on topics such as Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Cardio-Pulmonary Resuscitation Professional Services Agreements for EMS Educator Services September 10, 2024
(CPR), the Infection Control Program, along with updated procedures required by the Orange County Health Care Agency. The current agreements with the EMS Educators will expire on September 20, 2024.
A Request for Proposal (RFP) for EMS Educator Services was issued on May 20, 2024. The RFP was advertised for over three weeks on the City’s online bidding platform, PlanetBids. Anaheim Fire & Rescue received and evaluated a total of three proposals in accordance with Council Policy 4.1 – Selection of Professional Consultants. The criteria used to evaluate the proposals included the ability to perform tasks outlined in the RFP; qualifications of the personnel who will serve as the EMS Educators; demonstrated record of success based on previous experience; appropriateness of approach and efficiency; and reasonableness of fees.
Upon evaluation of the proposals and to ensure flexibility, Anaheim Fire & Rescue recommends entering into an agreement with FireMed Consulting, LLC; Krista Pope; and JJ Emergency Training, LLC. The term of each agreement is for an initial one-year term, with four additional one-year renewal options, in the total not-to- exceed amount of $100,000 for each contract year of the Agreement with FireMed Consulting, LLC and Krista Pope, and a total not-to-exceed amount of $175,000 for each contract year of the Agreement with JJ Emergency Training, LLC.
Compensation is based on a fixed hourly rate with potential annual increases that may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent month period.
Each of the EMS Educators have extensive technical and training experience, along with stellar references and the proper licensing and insurance to provide the required EMS Educator Services. The EMS Educators are critical for maintaining the department’s Continuous Quality Improvement (CQI) program which reviews and analyzes the EMS program and its effectiveness, trends, and needs based on patient outcomes.
IMPACT ON BUDGET:
The three agreements combined will not exceed $375,000 per fiscal year. Sufficient funds are available in the Fire & Rescue Department’s FY 24/25 General Fund budget. Subsequent years will be subject to City Council budget approval.
Respectfully submitted,
Patrick Russell
Fire Chief
