CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: SEPTEMBER 10, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE FIREFIGHTING

PROTECTIVE GARMENTS
ATTACHMENT (Y/N): NO ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, authorize the Purchasing Agent to issue a master agreement purchase order to Allstar Fire Equipment, Inc., Arcadia, California, in the amount of $365,000 plus a 20% contingency and applicable tax, for the purchase of Lion Apparel, Janesville brand firefighting protective garments for a one year period, and authorize the Purchasing Agent to execute the renewal option in accordance with the Sourcewell cooperative agreement; and grant the Purchasing Agent the authority to revise the contract amount, as needed, for future contract renewal years, based on approved budget appropriations for each applicable year. The agreement is in accordance with a cooperative purchase agreement issued by Sourcewell, a Minnesota local government agency, and awarded to LION First Responder PPE, Inc. (LION).

Under the terms of the agreement No. 010424-LIO, the City makes purchases through the authorized local distributor.

DISCUSSION:

The National Fire Protection Association (NFPA), Standard 1851 – Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting, requires structural firefighting gear be removed from service ten years from the date of manufacturing to ensure the safety and functionality of the garment. The Anaheim Fire Department has firefighting garments, commonly known as “turnouts”, which are reaching the end of their service life and need to be replaced in the next few months. These garments are custom designed, individually fitted, and made to order with a delivery time of approximately 100 days from receipt of order.

In 2014 the Anaheim City Council authorized the award of Request for Proposal #8212 to Allstar Fire Equipment, Inc. for the purchase, maintenance, and tailoring of firefighting protective garments. The evaluation of the RFP determined that Lion Apparel best met the needs of the Anaheim Fire & Rescue Department (AF&R). Lion turnouts were determined to provide the best overall performance due to the fit and function of the ensemble as it relates to safety, performance, comfort, dexterity, and flexibility. The term of that RFP has now expired. However, an annual need for these garments remains. In addition to replacing garments that have reached the end of their Authorize the Purchase of Firefighting Protective Garments September 10, 2024

useful life, AF&R also needs to purchase garments for academy graduates and replace garments that have been damaged. Allstar Fire Equipment, Inc. is the only authorized seller in the State of California for the currently approved Janesville brand garments.

Sourcewell issued a competitive RFP, received proposals, evaluated the proposals and awarded a cooperative agreement; using the Sourcewell contract ensures the City receives competitive pricing.

IMPACT ON BUDGET:

Sufficient funds are included in the Fire & Rescue Department’s FY 2024/25 Fire Small Tools Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Kari Bouffard Patrick Russell
Purchasing Agent Fire Chief
