CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: SEPTEMBER 10, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE AN AGREEMENT FOR PIERCE EQUIPMENT

PARTS AND SERVICE REPAIRS FOR ANAHEIM FIRE AND

RESCUE VEHICLES
ATTACHMENT (Y/N): NO ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bid requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a master agreement to ReNewell Fleet Service, LLC, Corona, CA, in an amount not to exceed $350,000, for a one-year period, for Pierce Manufacturing (Pierce) vehicle parts and warranty services; and authorize the Purchasing Agent to renew the agreement for up to four additional one year periods.

DISCUSSION:

Anaheim Fire and Rescue responds to approximately 45,000 emergency, medical, and fire suppression calls annually throughout the City. Maintaining first responder vehicles in service and operating safely and efficiently is crucial to providing continued support services. The City currently operates 15 Pierce trucks, comprising 13 fire engines and two (2) aerial ladder trucks, with 4 additional Pierce trucks on order – two (2) engines and two (2) aerial trucks. As the Fire fleet ages, there is an increased need for parts and repairs.

Repairs are conducted at the fleet yard by the City’s certified fire technicians, addressing preventative maintenance, routine upkeep, and drive-up repairs. Vehicles are sent to Pierce technicians for warranty issues, accident repairs, and overflow of work. As older vehicles retire from front-line service, the City is moving towards standardizing the fire engine fleet to equipment made by Pierce, thereby streamlining operations for both Anaheim Fire and Fleet Services personnel for improved efficiency.

Purchasing is waiving Council Policy 4.0 because ReNewell Fleet Service, LLC, is the exclusive provider for service, parts, and warranty of custom and commercial fire apparatus manufactured by Pierce in the Southern California Region. The agreement provides accessibility to Pierce parts and certified Pierce technicians for warranty and urgent non-warranty repairs, thus maintaining warranty on critical components, to minimize downtime and extend the life of the City’s emergency vehicles. This supports the effectiveness of fire crews, City operations, and community safety.
