DISCUSSION:
On July 9, 2024, the California Department of Transportation (Caltrans) awarded the City of Anaheim $250,000 in Sustainable Communities grant funds, as part of SB 1 The Road Repair and Accountability Act of 2017. These funds will be used to prepare a feasibility assessment of microtransit options in the Anaheim Canyon Specific Plan area.
A required local match in the amount of $32,390 will be provided to cover the total project cost of $282,390.
This planning effort is focused upon assessing the feasibility of potentially implementing microtransit service in the Anaheim Canyon Specific Plan area. Study efforts will include public outreach with surrounding residential areas, Anaheim Canyon businesses and workers, as well as other critical stakeholders.
Acceptance of Caltrans Sustainable Communities Grant Award of Feasibility Assessment of Microtransit Options in the Anaheim Canyon Specific Plan Area
September 10, 2024
Input from public outreach will be combined with an assessment of study area conditions in order to develop potential travel demand, service model concepts and options, and cost benefit analyses. Based upon these findings and conclusions, final feasibility recommendations will be developed for city consideration.
To ensure that study recommendations are consistent with state, regional, and county transportation plans, the City will partner with the Southern California Association of Governments (SCAG), the Orange County Transportation Authority (OCTA), the Anaheim Transportation Network (ATN), Metrolink, and the LOSSAN Rail Corridor Agency, as appropriate, to develop final recommendations.
The Study is anticipated to begin in late 2024 after Caltrans executes a final agreement with the City. The Final Report is currently scheduled for completion in June 2027.
The receipt of this funding requires a City Council resolution stating the grant’s project title and the title of the person authorized to enter into a contract with Caltrans.
The receipt of this grant award is exempt from CEQA under guidelines Section 15306, which pertains to information gathering purposes leading to an action that a public agency has not yet approved, adopted or funded. Should the City propose to implement any improvements identified in the Plan, the City will seek future funding opportunities or other grant opportunities, and prepare appropriate environmental analysis for those capital projects.
This grant award supports the City’s Strategic Plan Goal A Maintain Financial Responsibility, Strategy 2 – Continue proactive pursuit of state and federal grant funds.
IMPACT ON BUDGET:
The Public Works Department’s FY 2024/25 revenue and expenditure budget will be increased by $250,000 in restricted grant funds. The required match will be provided by labor available in the Department’s General Fund budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
