CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: SEPTEMBER 10, 2024
FROM: POLICE DEPARTMENT
SUBJECT: AGREEMENT WITH THE COUNTY OF ORANGE FOR
HAZARDOUS DEVICES SQUAD SERVICES DURING
SPECIAL EVENTS
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, waive Council Policy 4.1 and approve the Agreement between the City of Anaheim and the County of Orange for Hazardous Devices Squad services during special events, for a five year term effective September 1, 2024 through August 31, 2029; and authorize the Chief of Police or his designee, to execute and administer the agreement on behalf of the City.
DISCUSSION:
The City of Anaheim has partnered with the Orange County Sheriff’s Department Hazardous Devices Squad to provide support during City of Anaheim special events, including but not limited to Major League Baseball (MLB) and National Hockey League (NHL) games, Run Disney events or special events at Disneyland which could pose a potential threat, events at the Anaheim Convention Center, elections and/or political events with a potential threat. The services provided under this contract include Federal Bureau of Investigation certified Bomb Technicians, certified Explosive Detection Canines, and other Hazardous Devices Squad resources at the discretion of the Sheriff.
In 2023, the City of Anaheim (City) utilized the Hazardous Devices Squad for special events related to former President Trump, planning of the Disneyland marathon, and a search warrant regarding potential bomb making material. The Orange County Sheriff’s Department Hazardous Devices Squad is the only local government entity authorized entity to perform these services in the Orange County Operational Area. The Federal Bureau of Investigation (FBI), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the California National Guard 9th Civil Support Team (CST) also provide hazardous device response for Orange County, however, they only respond to major critical incidents or pre-planned events that have an elevated Special Event Assessment Rating (SEAR). The listed federal agencies are not authorized to contract with local entities due to the State of California Master Mutual Aid Agreement. We utilize the bomb squad in incidents which do not rise to the level required by Federal law enforcement agencies. The Hazardous Devices Squad also responds to collect and recover bomb related devices or device making material, which is conducted at a local Agreement with the County of Orange for Hazardous Devices Squad Services During Special Events September 10, 2024
law enforcement level, and not at the federal level. When the Hazardous Devices Squad renders services, the City of Anaheim issues payment to the County of Orange and subsequently bills the appropriate outside entity or venue for the services, fully recovering the cost. This Agreement term is for five years, commencing September 1, 2024, through August 31, 2029.
This agreement supports the City’s Strategic Plan Goal E Supporting Public Safety, Strategy 7 – Identify ways to reduce police and fire response times.
IMPACT ON BUDGET:
Services rendered under this agreement are fully reimbursable.
Respectfully submitted,
Rick P. Armendariz
Chief of Police
