CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: SEPTEMBER 10, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE A MASTER AGREEMENT WITH ORANGE COUNTY
CONSERVATION CORPS FOR MECHANICAL BRUSH
CLEARANCE
ATTACHMENT (Y/N): NO ITEM # 04
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1) Waive the sealed bid requirements of Council Policy 4.0 and approve a one-year agreement with Orange County Conservation Corps (OCCC), in the amount not to exceed $150,000, for as-needed mechanical brush clearance; and 2) Authorize the Purchasing Agent, or their designee, to exercise agreement renewals for up to four additional one-year periods, subject to available budget appropriations.
DISCUSSION
The Community Services Department is seeking approval for a master agreement with the Orange County Conservation Corps (OCCC) to conduct mechanical brush clearance in parks and canyons adjacent to high fire hazard areas. Purchasing is waiving Council Policy 4.0 because this agreement will support ongoing efforts in brush abatement and landscape maintenance at several locations, including Pelanconi Park, Olive Hills Park, Oak Canyon Nature Center, Fairmont Nature Site, Deer Canyon Park, and various other parks and trails. The majority of these sites are natural areas or developed facilities surrounded by nature spaces with overgrown vegetation that is difficult to maintain due to topographical conditions.
Under this agreement, OCCC will be responsible for removing and disposing of dead and dying vegetation, raising tree canopies to a height of 10 feet, trimming trees that overhang access roads, and thinning vegetation to 50% of its remaining volume. They will also implement erosion control measures and protect designated plants and trees throughout the process.
The OCCC is a private non-profit organization serving young adults who need support in the transitions from adolescence to adult employability by providing work projects that benefit the community while instilling a work ethic and sense of public service. cases, the OCCC provides the first paid work experience for Orange County young adults. Because of OCCC's non-profit status and its funding by grants, work contracts, donations and contributions, it is able to provide these brush clearance services at a lower cost to the City than a commercial contractor could, while at the same time providing employment training for young adults in need.
IMPACT ON BUDGET:
Sufficient funds for this work are available in the Community Service’s Fiscal Year 2024/25 General Fund budget. Subsequent years’ renewals will be subject to Council approval of budget appropriations.
