CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: SEPTEMBER 24, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY EXTENSION AND ACCEPTANCE OF BID FOR
CHEMICAL & MAINTENANCE SERVICES: PEARSON PARK
POOL & WATER FEATURE
ATTACHMENT (Y/N): NO ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1. Ratify a four-month extension and $25,000 increase to the existing master agreement with Hasa, Inc., to provide chemical and maintenance services for the Pearson Park pool and water feature during the bidding and award process;
2. Accept the bid from Hasa, Inc., to provide chemical and maintenance services for the Pearson Park pool and water feature, in the amount of $98,591 plus applicable tax, for a one-year period with up to four one-year optional renewals; and,
3. Authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9812.
DISCUSSION:
Purchasing solicited bids from known providers and posted the bid on the City’s bid portal. The sealed bid was received by 2:00 p.m., August 12, 2024 and was publicly opened immediately thereafter.
Bidder Total Bid
Hasa, Inc. $98,591.00
Saugus, California
Staff contacted several contractors who were notified of the bid or expressed interest by downloading the bid documents but did not ultimately participate. The reasons provided for their non-participation included insufficient staff to meet the bid service requirements, ongoing restructuring of their coverage areas, missing the bid notification, and being unable to attend the mandatory job walk.
Ratify Extension and Acceptance of Bid for Chemical & Maintenance Services: Pearson Park Pool & Water Feature September 24, 2024
The bid was based on providing weekly maintenance services and chemical management for the pool and amphitheater water feature at Pearson Park. The bid required the successful contractor to provide a Certified Pool Operator’s certificate to ensure accurate chemical dosing, effective equipment monitoring and repair, and optimal pool temperature maintenance. Additionally, the contractor is required to submit monthly reports detailing the condition of the pool and water feature.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated for each renewal period but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the preceding 12-month period.
Before the current agreement expired on May 31, 2024, the Community Services Department identified the need for an extension to adequately review and update the bid specifications. Although the specifications ultimately remained unchanged, the extension is still necessary to allow continuation of services while the City goes through the process of establishing a new agreement. Hasa, Inc. has agreed to extend their services for four months without an increase to the contract pricing.
IMPACT ON BUDGET:
Sufficient funds are available in the Community Services Department’s Fiscal Year 2024/25 General Fund budget. Future year renewals will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Kari Bouffard Sjany Larson-Cash
Purchasing Agent Community Services Director
