1. Approve an Agreement with Doble Engineering Company (Doble) to lease power factor test set equipment and perform dissolved-gas-analysis laboratory testing services together with a subscription for associated data management software (Agreement), for an initial term of five (5) years with five (5) one-year optional renewals, at an average not-to-exceed cost of $60,588 per year for the initial term and an average not-to-exceed cost of $71,412 per optional renewal year, with a 15% contingency for as-needed extra services; and,

DISCUSSION:

At its meeting on August 28, 2024, the Public Utilities Board recommended that the City Council approve the Agreement with Doble Engineering Company to lease power factor test set equipment and perform dissolved-gas-analysis laboratory testing services together with a subscription for associated data management software.

Anaheim Public Utilities (APU) operates fourteen high voltage substations that distribute power throughout Anaheim. Equipment at each substation is inspected and tested on a routine basis as industry best practice for providing reliable electric service to customers. Testing of high voltage substation equipment consists of taking measurements or samples for analysis to determine the condition of insulation and identify if maintenance or replacement is required.

In February 2024, APU issued a Request for Proposal (RFP) via the City’s online solicitation portal for qualified service providers for (1) leasing Power Factor test equipment that detects defects and deterioration of the equipment insulation, (2) performing Dissolved Gas Analysis (DGA) laboratory testing services of substation transformer insulation oil, and (3) providing related data management software. Leasing is the preferred method in the utility industry due to the frequent upgrades and calibration necessary of test equipment. APU received and evaluated two proposals in accordance with Council Policy 4.1 – Selection of Professional Consultants. The evaluation criteria included the service providers’ ability to perform the tasks outlined in the RFP, reasonableness of fees and associated costs, and demonstrated record of success with similar services for other electric utility companies. The proposals were ranked as follows:

Firm Ranking
Doble Engineering Company 1
AVO Diagnostic Services 2
Doble’s proposal demonstrated their extensive experience in providing electrical equipment testing and they currently provide services for utilities including Southern California Edison, Los Angeles Department of Water and Power, and City of Riverside Public Utilities. Doble complies with the technical requirements and submitted a proposal with the full scope of work of the RFP. The second bidder, AVO Diagnostic Services, proposed only DGA testing services without the power factor testing equipment leasing.

The term of the Agreement for power factor test set leasing and DGA testing services is for a five-year base period with up to five (5) optional one-year renewals. Pricing details are included in Attachment 1, and the average not-to-exceed cost is $60,588 per year for the initial term and the average not-to-exceed cost is $71,412 per optional renewal year, with a 15% contingency for as-needed extra services.

The Agreement supports the 2023-24 Strategic Plan, Goal C – Invest in Infrastructure and Amenities, Strategy 13 – Address deferred and ongoing maintenance needs.

IMPACT ON BUDGET:

Sufficient funds are included in APU’s Fiscal Year 2024/25 restricted Electric Utility Fund budget, and future years will be subject to City Council’s approval of budget appropriations.

Respectfully submitted,
Dukku Lee
Public Utilities General Manager
