CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: SEPTEMBER 24, 2024
FROM: POLICE DEPARTMENT
SUBJECT: AGREEMENT WITH RANCHO SANTIAGO COMMUNITY

COLLEGE DISTRICT FOR COURSE REGISTRATION

SERVICES
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the Standard Inter-Agency Instructional Services Agreement with Rancho Santiago Community College District on behalf of the Santa Ana College Criminal Justice Academies, for registering students to receive college credit for attending certified training for the period of September 1, 2024 through August 31, 2029, and authorize the Chief of Police to execute the agreement.

DISCUSSION:

Anaheim Police Department (APD) currently conducts law enforcement-centric training for approximately 600 of its sworn and non-sworn employees annually. These courses are often mandatory, and infrequently eligible for reimbursement. Under the terms of this agreement, Santa Ana College offers advanced public safety courses taught under the immediate supervision of a Rancho Santiago Community College District-approved instructor from APD. Under this agreement, APD employees, or other eligible attendees, who complete these training courses will receive college credit, and the District is eligible to receive state apportionment to help fund instruction costs. A percentage of the apportionment is used to compensate the Police Department for costs incurred while presenting the course (i.e., instructor costs, instructional supplies, printing costs, etc.).

Registration costs vary by class, and the Department is reimbursed three dollars ($3.00) per student contact hour, not to exceed 70,000 student contract hours or $210,000 per fiscal year. This agreement will result in tuition expenses of up to $80,500 and generate up to $210,000 in reimbursement revenue annually. The department expects to complete approximately 12,500 student contact hours in FY 2024/25, with tuition costs estimated at approximately $14,260 and revenues totaling $37,500.

IMPACT ON BUDGET:

The Police Department’s FY 2024/25 General Fund revenues will increase by $37,500.
