Award of Contract for Catch Basin Screen Installation Project - Phase 4 September 24, 2024
There are approximately 2,500 catch basins in Anaheim that fall under the requirements of the Trash Provisions program. The trash capture screens, also known as Connector Pipe Screens (CPS) and trash baskets (baskets), prevent trash and other debris from being carried downstream in the storm drain system, aiding collection by the Public Works Operations Division. This project consists of retrofitting approximately 309 storm water catch basins citywide with CPS, baskets and automatic retractable screens; this will include survey and measurements of all catch basin locations, fabrication of the trash capture devices, traffic control, and installation of the devices.
As a result of grant funding received through previous rounds of OCTA’s Measure M2 Environmental Clean-up Program, the City has been able to install 1,792 CPS devices and have achieved an estimated 72% compliance of trash capture. With the 2023 round of funding from OCTA, this fourth phase will consist of installing devices at an additional 309 locations, allowing the City to achieve 80% compliance.
The citywide retrofitting of storm water catch basins to improve removal of pollutants entering the water system supports the 2023-24 Strategic Plan, Goal C– Invest in Infrastructure and Amenities Strategy 13 – Address deferred and ongoing maintenance needs.
ENVIRONMENTAL DETERMINATION:
The Department recommends that City Council determine that the Project is categorically exempt from CEQA pursuant to Section 15301(b) of Title 14 of the California Code of Regulations. The Project will consist of retrofitting existing public utility systems and/or facilities. There is no potential for significant effects on the environment.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is not covered “Project Work” as defined in the project list (Attachment F) of the CWA that the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 restricted Measure M2 Fund and Wastewater Fund budgets to cover both the project cost and the required 20% matching funds for this OCTA Grant.
Respectfully submitted,
Rudy Emami
Director of Public Works
