CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: OCTOBER 8, 2024
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: APPROVE AN EXTENSION OF THE MASTER SOFTWARE

LICENSE AND PROFESSIONAL SERVICES AGREEMENT WITH

INSURITY LLC, SUCCESSOR IN INTEREST TO SYSTEMA

SOFTWARE, LLC FOR THE THEIR CLAIMS RISK

MANAGEMENT INFORMATION SYSTEM
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the 2024-01 Amendment to an agreement with Insurity LLC (Insurity), successor in interest to Systema Software LLC (Systema), for continued services of claims management and billing services for a one (1) year extension of the Master Software and Services Agreement in an amount not to exceed $115,000; and authorize the Director of Human Resources to execute the amendment.

DISCUSSION:

The Human Resources Department, Risk Management Division, is responsible for administering claims against the City in the area of general liability (personal and property), workers’ compensation and industrial safety administration. In 2018, the City Council approved a five-year agreement with Systema that included two, one-year renewal options. Insurity, successor to Systema Software, provides an automated platform that allows the city to efficiently manage and audit claims, loss control analytics, generate reports, and billing.

The attached one-year extension is necessary to ensure the uninterrupted administration of claims while the city continues discussion for a long-term agreement pursuant to city purchasing guidelines. Insurity is a market leader and sets industry standards for risk management information systems, design, implementation and operation. They have demonstrated willingness and desire to work with the city to upgrade our current platform to increase efficiencies and enhance our customer service delivery.

IMPACT ON BUDGET:

Sufficient funds are included in the Human Resources FY 2024/25 Insurance Fund Budget.

Approve an Extension of the Master Software License and Professional Services Agreement with Insurity LLC, Successor in Interest to Systema Software, LLC for the Claims Risk Management Information System October 8, 2024
