CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: OCTOBER 8, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR LOBBY FURNITURE REPAIR
SERVICES FROM ORTIZ CUSTOM UPHOLSTERY, INC.

ATTACHMENT (Y/N): NO ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from Ortiz Custom Upholstery, Inc., in the amount not to exceed $67,000, for lobby furniture repair services, for a one-year period with four, one-year optional renewals, and authorize the Purchasing Agent, or their designee, to execute all necessary documents related to the agreement all in accordance with Bid #9819.

DISCUSSION:

The Central Purchasing Office (Purchasing) solicited bids from known suppliers and posted the bid on the City of Anaheim’s bid portal. Sealed bids were received by 2:00 pm, August 22, 2024, from the following bidders, and were publicly opened immediately thereafter.

Bidder Total Bid
Ortiz Custom Upholstery, Inc. $67,000
Anaheim, CA
The lobby furniture at the Anaheim Convention Center (ACC) has experienced increased wear and tear in recent years due to high foot traffic. Despite regular maintenance, several pieces now require more extensive repairs, such as upholstery restoration and fixing damaged components.

To understand the reasons for non-participation, Purchasing staff contacted vendors who expressed interest but did not submit bids. Two vendors indicated they did not provide furniture repair services, one lacked the necessary license, and another was concerned about the responsibility for determining repair parts and meeting delivery times.

The solicitation required bidders to supply parts, perform repair services, and handle the pickup and delivery of the Arcadia modular furniture at the ACC. Additionally, bidders Acceptance of Bid for Lobby Furniture Repair Services

were required to possess a license from the Bureau of Household Goods and Services to ensure compliance with safety standards and consumer protection laws.

The term of the agreement will be for a one-year period with up to four one-year optional renewals. Price adjustments after the base period shall be negotiated but shall not exceed the most recent available month for the Los Angeles-Long Beach-Anaheim, CA Consumer Price Index for All Urban Consumers for non-labor, and Urban Wage Earners and Clerical Workers for labor. Replacement parts and repair services will be ordered on an as-needed basis; with no guarantee or implied commitment to purchase a specific quantity during the term of the agreement.

Staff recommends awarding the contract to Ortiz Custom Upholstery, Inc., as their bid meets all specified requirements.

IMPACT ON BUDGET:

Sufficient funds are available in the Convention Center’s FY 2024/25 budget.

Respectfully submitted, Concurred by,
Kari Bouffard Thomas Morton, Executive Director
Purchasing Agent Convention, Sports and Entertainment
