CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: OCTOBER 8, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY INCREASE TO THE MASTER AGREEMENT WITH
MESA ENERGY SYSTEMS, INC. DBA EMCOR SERVICES
MESA ENERGY FOR REPAIRS TO THE HALL E CHILLER
UNIT AT THE ANAHEIM CONVENTION CENTER
ATTACHMENT (Y/N): NO ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, ratify an increase of $18,970 in the value of the current agreement with Mesa Energy Systems, Inc. dba Emcor Services Mesa Energy (Emcor) for repairs to the Hall E chiller unit at the Anaheim Convection Center, raising the not-to exceed amount of $95,745 to $114,715 to cover the expenses associated with re-rigging the compressor due to a faulty gasket identified after the initial rigging.
DISCUSSION:
In August 2023, the Convention, Sports, & Entertainment Department received Council approval to enter into a Master Agreement with Emcor for the installation of a new compressor and repairs to the Hall E chiller unit. Authorization was also granted for the purchase of a new compressor from Johnson Controls. Following the installation, a faulty gasket was discovered in the compressor. While Johnson Controls agreed to repair the compressor, they declined to cover the associated rigging costs for its removal and reinstallation.
In response, Emcor provided the change order cost for the required rigging services and staff determined that approving the change order was necessary due to the urgency of completing the repair to restore the main source of cooling to full operation. The Convention Center plans to continue discussions with Johnson Controls to seek reimbursement for the rigging costs.
IMPACT ON BUDGET:
Sufficient funds are included in the Convention Center’s Fiscal Year 2024/25 Budget.
Ratify increase to the Master Agreement with Mesa Energy Systems, Inc. dba Emcor Services Mesa Energy for repairs to the Hall E Chiller unit at the Anaheim Convention Center
