CITY COUNCIL AGENDA REPORT
City of Anaheim
HOUSING & COMMUNITY DEVELOPMENT
DEPARTMENT
DATE: OCTOBER 8, 2024
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: WIOA AGREEMENTS BY AND BETWEEN THE CITY OF
ANAHEIM AND ORANGE COUNTY CONSERVATION CORPS
AND TALLER SAN JOSE HOPE BUILDERS
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve Workforce Innovation and Opportunity Act Agreements by and between the City of Anaheim (City) and the Orange County Conservation Corps and Taller San Jose Hope Builders dba Hope Builders, in amounts not to exceed $283,290 and $231,783, respectively; both with terms beginning July 1, 2024 through June 30, 2026; to assist local disadvantaged youth to prepare for joining the workforce; and authorize the Director of the Housing & Community Development Department, or her designee, to execute and administer the agreements on behalf of the City.
DISCUSSION:
The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated worker and youth job seekers.
The State conveys WIOA program funds to the City through a Subgrant Agreement. The Subgrant Agreement for Program Year 2024-2025 was approved by the City Council on August 20, 2024, and included an allocation for youth services. Youth services prescribed by WIOA include tutoring, workforce preparation and training, occupational skills training, and paid work experience.
The local Workforce Development Board (WDB) is responsible for the selection of Comprehensive Youth Services providers by awarding contracts on a competitive basis.
The Anaheim WDB released a Request for Proposals (RFP) to solicit bidders qualified to operate a comprehensive Youth Development Program (Program) for WIOA-eligible youths ages 14-24 (Youth). A total of two proposals were received, evaluated, and scored by an experienced and qualified panel of three reviewers. The criteria upon which the proposals were rated are: 1) program design and implementation, 2) demonstrated WIOA Agreements with Orange County Conservation Corps and Taller San Jose Hope Builders October 8, 2024
ability and past performance, and 3) cost reasonableness.
Under the Program, economically disadvantaged Youth will receive services to prepare them for further education, job training, and successful transition into the workforce.
Upon recommendation by the Anaheim Youth Committee, a WDB subcommittee, the Anaheim WDB approved the selection of both Orange County Conservation Corps (OCCC) and Taller San Jose Hope Builders (TSJHB) to operate the Program.
The Agreements will provide OCCC $283,290 and TSJHB $231,783 in WIOA funding for program year 2024-25. The contract terms are from July 1, 2024 through June 30, 2026. The effective date is retroactive because the funds under the WIOA Subgrant Agreement are available retroactively from that date.
The WIOA agreements with OCCC and TSJHB support the City’s Strategic Plan Goal F: Promote Economic Development and Tourism, Strategy 6: Form partnerships with local businesses to address workforce development.
IMPACT ON BUDGET:
Workforce Development Division grant funds are included in the Housing and Community Development Department’s FY 2024/25 budget and are restricted for such programs. Future years will be subject to Council approval of budget appropriations.
Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing & Community Development
