CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: OCTOBER 8, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: FINAL MAP AND SUBDIVISION AGREEMENT OF TRACT NO. 19286
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Final Map and Subdivision Agreement of Tract No. 19286 with Landsea Homes of California, LLC for a proposed residential condominium project comprised of 44 attached single-family townhomes with open space, private drives, and landscaped areas, located at 2952-2960 West Lincoln Avenue.

DISCUSSION:

Landsea Homes of California, LLC, the owner and developer of the proposed residential subdivision located at 2952-2960 West Lincoln Avenue, desires to establish a one-lot subdivision for condominium purposes comprised of 44 attached single- family townhomes with open space, private drives, and landscaped areas via a final map, as required by the Subdivision Map Act. The Final Map number is 19286. It contains a gross area of 1.719 acres and a net area of 1.678 acres. The engineering for the development project is being provided by C&V Consulting Inc. of Irvine, California.

The Tentative Map No. 19286 was approved by the City of Anaheim (City) Planning Commission on December 4, 2023, per Resolution No. PC2023-036, in conjunction with Resolution No. PC2023-035, approving a Conditional Use Permit, final site plan and administrative adjustment to allow 44 attached single-family residential units. The Planning Commission approval also included Resolution No. PC2023-037 for a Conditional Use Permit to allow a 70-foot-tall telecommunications antenna within the property. The Final Map has been checked and found to be technically correct and substantially the same as it appeared on the Tentative Map as approved by the Planning Commission.

The proposed tract development is intended to provide quality single-family housing with private drives, common space areas, and other amenities including public improvements. The required public improvements include curb widening, sidewalk Final Map and Subdivision Agreement of Tract No. 19286

relocation, parkway landscaping improvements along the frontage of Lincoln Avenue; sidewalk reconstruction and parkway landscaping improvements along Laxore Street and Embassy Avenue frontages. These improvements are consistent with the City of Anaheim General Plan and the conditions of approval for the Tentative Map and will continue to enhance the city's infrastructure and circulation in the project area.

As part of the map approval, the developer is required to enter into a Subdivision Agreement with the City. Approval of the agreement is necessary to ensure that the developer completes all off-site public improvements to the property and that the work is performed by the developer at his sole cost. The agreement requires that the developer provide security for the cost of the improvements to ensure the new homes will have the required infrastructure to service the development, and the developer has posted these bonds. In the event that the developer is not able to complete the work due to unforeseen circumstances, the city may utilize the security bond through the bonding entity to complete the improvements as directed by the City Engineer.

There is no budgetary impact.
