CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: OCTOBER 29, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BIDS FOR PURCHASE OF SWAT
PERSONAL PROTECTIVE EQUIPMENT FROM TYR
TACTICAL LLC AND ADAMSON POLICE PRODUCTS
ATTACHMENT (Y/N): NO ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, accept the bids from TYR Tactical LLC and Adamson Police Products for the purchase of SWAT Personal Protective Equipment, in the amount of $157,842 and $201,452.50 respectively plus applicable tax, for a one time purchase; and authorize the Purchasing Agent to issue agreements in the amounts of $17,799.30 to TYR Tactical LLC and $34,620 to Adamson Police Products plus applicable tax and a 25% contingency for a one-year period with four, one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9765.
DISCUSSION:
The Anaheim Police Department's SWAT team is in the process of updating its uniforms from its distinctly different green to navy blue, aligning more with the color of standardized department uniforms. This will assist with community recognition as members of the Anaheim Police Department and prevent them from being as obtrusive during special events. This change was prompted by the age and condition of the current uniforms, as well as the fact their current uniforms no longer meet specific safety standards required for the use of some tools and in some operational environments.
The transition plan to convert to navy blue SWAT uniforms will create consistency with the rest of the department's uniforms, which the community is already familiar with. This will make officers readily identifiable and appear less militaristic in general.
Additionally, this transition will also help the SWAT team blend in at public venues, allowing them to operate without drawing unnecessary attention to their specialized role.
Along with the uniform change, the SWAT team's current ballistic helmets will no longer be covered by the manufacturer's warranty as their rating expires this year. Since the current helmets were green, the sought after replacement helmets will be black ones, aligning with the department's effort to standardize uniforms.
Acceptance of Bids for Purchase of SWAT Personal Protective Equipment October 29, 2024
With the helmet change, the SWAT team's current radio headset and hearing protection system also need to be replaced. The current ones are approximately ten years old and have deteriorated significantly, causing frequent and costly maintenance. Due to age of our equipment, there are issues with maintenance, as consumable replacement parts are difficult to find, and other issues where component electronic parts are simply no longer available. Ensuring properly functioning communications headsets is essential as failing equipment poses some serious safety risks to both staff and the public, including potential hearing loss and failures in transmitting critical information during deployment.
Purchasing solicited bids from known suppliers and posted the bid on the City of Anaheim’s (City) bid portal. Sealed bids were received by 2:00 p.m., September 12, 2024, from the following bidders:
Bidders Bid Price
TYR Tactical LLC $175,641.30
Peoria, AZ
Adamson Police Products $236,072.50
Los Alamitos, CA
The bid was based on a one-time purchase of ballistic helmets and related communication equipment as well as ballistic vests and related accessories. Potential bidders were also asked to provide pricing for ongoing as needed purchases to address the need to outfit new hires and replace broken or malfunctioning equipment. Bidders were not required to bid on all items, and bids only covered items each company carried.
Staff recommends splitting the award to the two bidders and awarding the lowest responsive bidder for each line item.
The term of the annual agreement will be for a one-year period with up to four one-year optional renewals. There is no express or implied commitment to a specific quantity during the term of the agreement. Pricing for the renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach and Anaheim areas for the preceding twelve- month period.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department’s Fiscal Year 2024/25 General Fund Budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Kari Bouffard Rick P. Armendariz
Purchasing Agent Chief of Police
