CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: OCTOBER 29, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COOPERATIVE AGREEMENT WITH THE CITY OF PLACENTIA
FOR REHABILITATION OF LA JOLLA STREET AS PART OF
THE PLACENTIA FY 2023-2024 RESIDENTIAL STREETS
SLURRY SEAL PROJECT
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve the Cooperative Agreement (Agreement) between the City of Anaheim and City of Placentia, in an amount not to exceed $10,000, for Anaheim’s pro-rata share for the design, construction, and administration of Anaheim’s portion of La Jolla Street as part of the City of Placentia (Placentia) FY 2023- 2024 Residential Streets Slurry Seal Project, and authorize and direct the Director of Public Works or designee, on behalf of the City of Anaheim, to execute the Agreement and any related documents, and to take any and all actions as are necessary to implement and administer the Agreement.
DISCUSSION:
The City of Placentia is constructing the FY 2023-2024 Residential Streets Slurry Seal Project (Project). Since only a small portion of the Project on the northside of La Jolla Street is within the City of Anaheim (Anaheim), it will be more efficient and minimize the inconvenience to the traveling public if Placentia rehabilitates the Anaheim portion of the roadway at the same time.
The work consists of preserving the asphalt concrete pavement by edge grinding the existing pavement, constructing an asphalt rubberized aggregate membrane, a tire rubber modified slurry seal, and other miscellaneous items of work.
The entire Project cost is estimated at $1,888,770. Anaheim’s pro-rata share in the Project is estimated at $8,450, or around 1% of the total cost, for the design, construction, and administration for the work within the Anaheim boundary. Anaheim will reimburse Placentia its pro-rata share of the actual cost, not to exceed $10,000.
This Agreement between Anaheim and Placentia outlines the respective roles and responsibilities and stipulates that Placentia will be the lead agency for the design, environmental, construction, and administration of the Project.
Construction is anticipated to start and be completed in the 4th Quarter of 2024.
Cooperative Agreement with the City of Placentia for Rehabilitation of La Jolla Street as Part of the Placentia FY 2023-2024 Residential Streets Slurry Seal Project
October 29, 2024
This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 – “Improve, enhance, beautify and maintain major street corridors” and Strategy No. 8 – “Invest in the expansion and maintenance of the paving program to achieve a Pavement Condition Index (PCI) of 75+/-.”
ENVIRONMENTAL DETERMINATION:
The Agreement establishes Placentia as the Lead Agency. In accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Sections 21000–21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), Placentia, as Lead Agency is required to determine if the Project is exempt from CEQA.
Placentia has made the determination that the Project is Categorically Exempt from CEQA pursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the CCR, which allows for the repair, maintenance, or minor alteration of existing public or private structures, involving negligible or no expansion of use beyond that existing at the time of the Lead Agency’s determination.
IMPACT ON BUDGET:
Adequate funding is available in restricted transportation funds in the Department of Public Works’ FY 2024/25 budget.
Respectfully submitted,
Rudy Emami
Director of Public Works
