CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: OCTOBER 29, 2024
FROM: POLICE DEPARTMENT
SUBJECT: FISCAL YEAR 2025 ALCOHOLIC BEVERAGE CONTROL

GRANT PROGRAM FROM THE DEPARTMENT OF

ALCOHOLIC BEVERAGE CONTROL
ATTACHMENT (Y/N): YES ITEM # 20
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, ratify the submission of the grant application and authorize the Chief of Police, or his designee, to accept the grant award on behalf of the City of Anaheim from the Department of Alcoholic Beverage Control (ABC) to participate in the FY 2025 Alcoholic Beverage Control (ABC) Grant Program; and authorize the City Manager or designee to execute the grant agreement and all documents necessary to implement and administer the grant agreement.

DISCUSSION:

The City of Anaheim has the largest number of Alcoholic Beverage Control Licenses in Orange County with a total of 654 licenses among the over 24,000 businesses in the city.

The funding from the ABC grant will enable the department to expand its present efforts in ensuring compliance with underage drinking laws and addressing alcohol-related problems that affect the local community. By implementing the various grant strategies, the department hopes to significantly curb underage alcohol consumption, which will lead to a reduction in violation rates within the city, in addition to a reduction in fatalities and injuries associated with drivers under the age of 21.

The Anaheim Police Department’s goal is to ensure ABC licensed establishments are operating within the law and not contributing to secondary harmful effects in the surrounding community and among our youth population. The ABC grant will provide funding to support overtime to the department’s vice detail to conduct minor decoy operations, shoulder tap operations, informed merchants preventing alcohol-related crime tendencies (IMPACT) inspections, and holiday enforcement operations.

The ABC grant is in line with the city and police department’s goals of improving the quality of life for our residents, businesses, and visitors. The department will identify areas where complaints have been received from community members, schools, parents, and school resource officers regarding locations or individuals who furnish persons under the age of 21 with alcoholic beverages. The grant assists in addressing the priority Fiscal Year 2025 Alcoholic Beverage Control Gant Program from the Department of Alcoholic Beverage Control October 29, 2024

Respectfully submitted,
Rick P. Armendariz
