The bid results were based on the estimated costs for engine and airframe parts, as well as repair services for the Police Department’s helicopters. Bidders were also asked to provide percentage discounts and markups from the manufacturers' current price lists on engine parts and components, along with labor rates.

In order to provide uninterrupted air support service to the Police Department, staff recommends establishing agreements with multiple suppliers to provide engine parts, components and labor to ensure that all necessary parts and service are readily available.

Advanced Helicopter Services will be the primary supplier as they provided the most competitive pricing and greater discounts. Rotorcraft Support Inc. will be a secondary supplier that can provide more local resources, this award will supplement the primary supplier. Staff requests authority to establish agreements for suppliers of airframe parts, components and labor with Advanced Helicopter Services and Standard Aero Limited.

Awarding multiple suppliers will provide the Police Department the flexibility needed to provide continuous air support services while still securing competitive pricing.

These agreements will be for a one-year period, with the option of four additional one- year renewals. Pricing for renewal periods will be negotiated annually, but labor rate increases will not exceed the increase in the applicable Consumer Price Index for Urban Wage Earners in the Los Angeles-Long Beach-Anaheim areas. Parts and services will be procured on an "as-needed" basis, with no guarantee or implied commitment to purchase a specific quantity during the term of the Master Agreements.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s FY 2024/25 General Fund and Narcotic Asset Forfeiture Fund. Funding for subsequent renewals will be subject to Council’s approval of budget appropriations.
