City of Anaheim
FINANCE DEPARTMENT
DATE: OCTOBER 29, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR VEHICLE WASHING SERVICES

ATTACHMENT (Y/N): NO ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, accept the bid from A.J.M.F. Enterprises Inc. to provide vehicle washing services for City of Anaheim (City) vehicles, in the amount of $18,552 plus 20% contingency, for a one-year period, with four optional one-year renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9825.
DISCUSSION:
Purchasing solicited bids from known service providers and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., September 27, 2024, from the following vendors:

The bid was issued to secure as-needed off-site vehicle washing services for the City’s fleet, which consists of up to 844 highway vehicles, including sedans, light-duty and heavy-duty pickup trucks, vans, and other specialized equipment trucks. Since City vehicles are stationed at various locations, the bid required facilities within City limits that could serve both the East and West areas. The recommended bidder is centrally located at 400 N. State College Blvd., ensuring convenient access for all departments.
Acceptance of Bid for Vehicle Washing Services for City Vehicles October 29, 2024
The off-site vehicle washing services may include exterior hand washing, interior surface cleaning, detailing, and engine cleaning.
The total value of the agreement was calculated based on the bid price and the estimated annual frequency for each type of service. With regular use and exposure to elements, washing of City vehicles is essential for extending their lifespan, maintaining their appearance, and supporting a safe and reliable operation.
The term of the agreement will be for a one-year term with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year term and shall be negotiated each year for the renewal periods but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the most recent available month period. A 20% contingency is recommended to cover any unforeseen increase in vehicle washing services that may arise during the administration of this agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2024/25 budget. Funding for subsequent years will be subject to City Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Kari Bouffard Rudy Emami
Purchasing Agent Director of Public Works
