BACKGROUND:

The California Interagency Council on Homelessness (Cal ICH) released a third round of Encampment Resolution Funding (ERF-3) on November 27, 2023, which made available $400 million dollars in grant funding. The application cycle was open to eligible entities that could demonstrate actionable, person-centered proposals that resolved critical encampment concerns and moved unsheltered households into interim housing with a clear pathway to permanent housing. Applications were accepted on a rolling basis with the first window for ERF-3 applications closing on January 31, 2024.

The Anaheim Housing and Community Development Department’s Grants and Homeless Initiatives staff worked collaboratively with Anaheim Homeless Assessment Liaison Officers and community outreach teams to identify and visit sites throughout the community impacted by encampment activity. Together, a non-contiguous site was identified for the grant, located off State Route 91 at the east and westbound Lemon Street exits and La Palma Park. The area around State Route 91 and La Palma Park have been a source of community concern with frequent reports relating to encampments on the easements on either side of State Route 91 and the area around school sites Vibrant Minds Charter School and Harbor Learning Center North.

The sites are located less than one mile from one another and are tied by a common population that cycles between the State's right of way and the park.

Staff prepared a proposal identifying a plan to assist up to 95 households entering and exiting the sites with dedicated outreach services, inclusive of case management, housing navigation, and interim shelter services. The proposal aims to assist 75 of the potentially impacted households with connections to all available permanent housing options in the region, including rapid rehousing funded by the ERF-3 grant. The proposal supports the listed activities for a period of two years.

On April 18, 2024, City staff were notified by the California Department of Housing and Community Development (management of the ERF-3 grant was transferred from Cal ICH to State HCD) of an intent to award the City of Anaheim $3,182,054.17 to support the proposed program outlined above. City staff issued a memo to City Council the same day notifying the Council of the Intent to Award and of preparations to receive the award and carry out necessary activities to accept the grant funds and initiate programming.

DISCUSSION:

On August 19, 2024, in anticipation of an ERF-3 agreement with the State, the Housing and Community Development Department released a Request for Proposal (RFP) soliciting applications for a program operator to enact encampment resolution activities at the prioritized site (Attachment 2). The RFP remained open for a period of two weeks, closing on August 30, 2024, and resulted in three applications from local agencies:

1. Access California Services

2. Kingdom Causes, Inc. dba City Net

3. Mariposa Women and Family Center

A review panel of six individuals was assembled comprising representatives from the Anaheim Police Department, Community Services Parks Division, Housing and Community Development Grants and Homelessness Division, and an individual with lived experience of homelessness.

The panel conducted an initial review of applications and elected to interview two proposers:

Kingdom Causes, Inc. and Mariposa Women and Family Center. Following panel interviews, scores were finalized and resulted in Mariposa Women and Family Center as the highest scoring application.

The table below summarizes the results of the review panel scoring. Applicants were scored based on:
 Qualifications and Experience – 30 point maximum per panelist (max. of 180 points)  Service Approach – 50 point maximum per panelist (max. of 300 points)  Budget and Financial Management – 20 point maximum per panelist (max. of 120 points)  Leveraged Resources (Bonus Points) – 10 point maximum per panelist (max. of 60 points)
These scores reflect the panel’s cumulative scores in each rating category. Each applicant’s final score is reflective of their total out of a maximum of 660 points (110 points per panelist).

Based on the scores and feedback provided by the rating panel, staff advanced conversations with Mariposa Women and Family Center to finalize their scope of work and budget (see Attachment 3 - Mariposa Women and Family Center Agreement; Exhibits A and B). The proposed timeline for programming includes a planning period from November – December 2024 allowing the program operator to build and set program and operational parameters. The expected program launch is scheduled for January 2025.

It should be noted that “Mariposa Women Family Center” is the provider’s legal entity name.

Mariposa provides services for all individuals regardless of gender.

The Encampment Resolution Funding agreement and Anaheim Comprehensive Encampment Solutions program supports the City’s Strategic Plan Goal B: Enhance Livability, Strategy 9:

Maintain and expand services to address homelessness and its impacts.
