RECOMMENDATION:
That the City Council, as the Code Reviewing Body pursuant to the Political Reform Act, by Resolution, approve amendments to the Conflict of Interest Code (“Code”) for the City and various City Agencies.
DISCUSSION:
The City Council is the Code Reviewing Body for the City of Anaheim. In addition, the City Council is the Code Reviewing Body for the Successor Agency to the Anaheim Redevelopment Agency, the Anaheim Housing Authority, the Anaheim Public Financing Authority, the Industrial Development Authority of the City of Anaheim, the Anaheim Public Improvement Corporation, and the Anaheim Housing and Public Improvements Authority (collectively referred to as the “Agencies”).
The Political Reform Act requires all local agencies to conduct a review of their codes every even-numbered year and present any amendments, if necessary, to the reviewing Board, for approval, no later than December 31. The City Council last amended its Code on November 15, 2022 by Resolution No. 2022-134.
Each City department assessed each position’s task and responsibilities and the assigned disclosure categories. The recommended changes reflect modifications made to city position titles, obsolete positions or added positions, as well as disclosure categories for current positions. The City Clerk and the City Ethics Officer have reviewed and approved the recommended revisions. A redline copy of the designated positions is attached for reference.
The disclosure categories do not require any revisions, but are attached for reference as Appendix A to the Resolution.
