Proposal – Pavement Management Plan Professional Services, Account No. 272-412-L109-7809 Dear Mr. Mori and Members of the Selection Committee:
Pavement networks are often the most valuable asset that an agency owns. This asset is not only expensive to replace but is an essential component to the traveling public’s safety. Agencies are looking for more cost-effective ways to perform engineering, maintenance, management, and rehabilitation of roadways more than ever before to stretch funding allocations. An essential tool to assist in cost-effective roadway maintenance planning is a current pavement management plan (PMP) and current accurate pavement condition data.
NCE is a nationally recognized pavement specialty firm with extensive experience in updating and maintaining PMPs and working with cities to maximize allocated funding and develop more efficient bidding packages to support rehabilitation and resurfacing programs. With NCE’s focus on pavement research, design, and evaluation, we have more knowledge and understanding than any other consulting firm in California. Our highly trained technical staff are experienced in data collection and have worked together on providing updates to the City and many local PMPs with project scopes relevant to Anaheim.
Additionally, NCE is retained by OCTA to carry out annual distress and PMP software training for all agencies in Orange County. NCE is a Metropolitan Transportation Commission (MTC) certified consultant, and our team has widespread experience providing distress inspections and updating the StreetSaver ®, PMP database(s). The NCE team can provide the following benefits and distinguishing features to the City:
Previous Anaheim and local PMP experience (90+ cities/counties in Southern California). 100 person years StreetSaver ® experience and proficiency. Expertise in pavement engineering.
OCTA and MTC-certified inspectors and data collection vehicle. Experience with OCTA Submittals.
Innovative pavement strategies with sustainable options. Experienced with developing multi-year focus plan based on pavement distress only. Rigorous quality control practices.
For this contract, NCE has teamed with märker geospatial (märker) to conduct automated surveys (6D LiDAR). märker’s testing vehicle and staff are also MTC and OCTA certified, further ensuring that we meet the accuracy requirements specified by OCTA. NCE has worked with märker staff for over a decade on many successful PMP projects for many local agencies including the Cities of Anaheim, Mission Viejo, and San Clemente, and the Counties of Orange and San Diego. We have also included Transconomy for automated asset inventory. NCE has teamed with Transconomy staff on local transportation asset management projects for the Cities of San Bernardino, Beaumont, Santa Maria, and Thousand Oaks.
This proposal and cost proposal is valid for 120 calendar days from the date of its submittal. As Vice President of NCE, Gregory Fasiano, PG, CEM, is authorized to negotiate and sign contracts on behalf of the firm. Our proposed Project Manager, Vivek Jha, MS, PE, will be the City’s contact person for this proposal. He can be reached at 17050 Bushard Street, Suite 200, Fountain Valley, CA 92708, by phone at (909) 362-7936, or via email at [email protected]. We look forward to your favorable review of our proposal and the opportunity to work again with you and the City of Anaheim on this important project.

Pavement and asset Management Expertise
NCE has extensive experience evaluating and implementing pavement management programs for numerous public agencies throughout California and the west coast. We are a nationally recognized pavement specialty firm, with broad capabilities and expertise in the areas of pavement management, asset management, civil engineering, and pavement design, evaluation and analysis. We provide pavement management services and are proficient with most software currently in use, including StreetSaver®, PAVER ™, and Cartegraph, which account for 76% of all California agencies. We have successfully implemented PMP for numerous cities and can assist the City to plan a regional multi-year capital improvement program more effectively. We are active in over 10 pavement-related (including pavement and asset management) committees at the Transportation Research Board, a national research organization. NCE’s prior project experience with hundreds of other cities on PMP and pavement design allows us to deliver accurate, reliable, consistent pavement data that may then be used by the City to develop pavement strategies and make future funding decisions.
NCE’s proficiency in pavement management systems is highlighted by our strong partnerships with OCTA and MTC, both of which are renowned for their PMP distress and software training, guidelines, and certification programs. We are certified by both OCTA and MTC and possess an extensive understanding and operational expertise with StreetSaver®. Based on our previous engagements with the City, NCE is aware that the City uses StreetSaver ® as its PMP software. NCE is highly experienced with StreetSaver®; we have been providing OCTA’s training for StreetSaver® for more than a decade and have contributed to developing OCTA’s M2 requirements. Additionally, our technicians are certified OCTA inspectors. NCE and the proposed team bring a substantial amount of knowledge and skill to the City, adept at working with the program and utilizing the data to recommend and implement new pavement technologies. Furthermore, most of the team proposed for this project were also involved in the City’s last PMP submission in 2023.
Pavement and Civil Engineering
NCE’s civil and pavement design engineers and technicians have experience developing PS&E for many city, county, and state roadway projects. The benefit of this experience is that we thoroughly understand the impact recommended pavement designs can have on the roadway system. Elements include drainage improvements, ADA curb ramps and sidewalks, curb and gutter, traffic striping and signs, and utility relocation. NCE is a powerhouse known for designing thousands of local streets and roads and pavement rehabilitation throughout California. We have recently supported the Cities of Diamond Bar, San Marino, Glendale, Huntington Park, Redondo Beach, and Santa Barbara City/County on Roadway Rehabilitation Projects. NCE also has excellent working relationships with pavement and grading contractors and have partnered with reputable contractors to provide constructability review and cost efficiencies.
Right-of-Way Asset Inventory and Inspection
The NCE team can collect additional right-of-way asset data in concert with the same mobilization as the pavement distress data thus leading to cost-savings for the City. The GPS and 360-degree right-of-way Street Scan will collect street-level imagery suitable for a citywide asset database, with approximately 1- meter precision. The asset inventories are provided as a tabular report and an industry-standard GIS format such as ESRI File Geodatabase (.gdb) compatible with ESRI ArcGIS Pro. NCE can also offer data- hosting services in ArcGIS Online for the City. The Street Scan can provide inventory and inspection information for a variety of roadside assets including traffic signs, sidewalks, curbs, ADA ramps, pavement markings, and other assets such as curb markings, cross gutters, speed humps, storm drains, and guardrails/ barricades.
Summary of Firm Experience

NCE Since 1997, NCE has supported and worked with OCTA on various projects associated with PMPs. There are more than 6,500 centerline miles of paved streets and roads in Orange County, which serves a population of almost three million. In 1990, voters approved a ½ cent sales tax measure for
transportation improvements. This measure was subsequently renewed in 2007 and is expected to sunset in 2041. In order for the 35 cities/county to be eligible for Measure M funds, OCTA required them to implement and maintain a pavement
management system to select projects for rehabilitation. Over the past 16 years, NCE has worked with OCTA to provide guidelines and recommendations on how this may be accomplished.
Countywide Assessment of Existing and Future Pavement
Needs. In 2006, NCE completed a study to assess the existing and future pavement conditions of the roadways operated and maintained by the 34 cities in Orange County and the County of Orange over the next twenty years. The overall goal of the study

was to determine the pavement condition deficiencies as well as to quantify the investment needed to bring the deficiencies to various levels of improvement. The project required collecting PMS data from local agencies, normalizing the pavement
condition ratings, normalizing the M&R strategies with associated unit costs, and normalizing the “trigger points” requiring a specific M&R strategy. The completed study defined current status of pavement conditions within Orange County; quantified current pavement maintenance backlog in monetary terms; forecasted costs of improving current pavement maintenance backlog condition; and forecasted countywide “shortfalls” based upon the data from a countywide revenue inspection. This information was used to determine if any shortfalls would exist if Measure M were to sunset in 2011. The study showed that a significant shortfall would exist if this were to occur, thus assisting OCTA in making the case for a renewal of Measure M to the voters.
PAVER™ and StreetSaver ® Training Workshops. NCE has
developed and conducted the training workshops for PAVER ™ on both pavement distress and software training for OCTA since 2011. Generally, the two-day training workshops in the fall are focused on pavement distress data collection as per ASTM D6433-11; the spring workshops are focused on the PAVER ™ software and report submittals for OCTA, respectively. In 2016, OCTA added StreetSaver ® to the workshop. Over 100 city and county personnel have been trained to ensure that they were familiar with the PAVER ™ software as well as OCTA’s
requirements for the countywide pavement management
program. The feedback from ALL respondents indicated that the workshop was “good/excellent.”

Project Controls
NCE has very specific cost and schedule controls in place to ensure timely and high-quality deliverables.
Cost and Schedule Controls
Project quality begins before the pavement design team begins the design work. Strong project controls go a long way toward making NCE’s projects successful. NCE has consistently been able to control project costs and provide accurate and timely invoices to clients for several reasons. Our extensive experience with pavement design, materials and rehabilitation projects means that we have performed these types of projects frequently enough that the process is almost second nature to our engineers. We have strong project management capabilities and know how long tasks typically take and we know how to initiate necessary long-lead and complicated processes, while simultaneously working on less schedule sensitive project tasks. Our staff has weekly meetings to discuss project progress and deliverables and takes note of any issues that need to be addressed in a timely fashion.
Our pavement design group has over 200 years of combined experience, has worked on projects together for years and we continually balance the staff’s workloads as needed to ensure that delivery dates can be met. All reports sent to clients are reviewed by senior staff members and this review time is built into the schedule up front. The combination of all these capabilities has allowed NCE to stay on top of project schedules and results in consistently on time deliverables. In addition, we also have very sophisticated accounting and project management software – Deltek Ajera – that gives our engineers live up to date project expenditures by person and by task so they can readily monitor spending and control costs within project budgets. NCE’s accounting department generates invoices based on the cost data entered into Ajera and NCE engineers, as a mandatory QC practice, review all invoices for accuracy before they are submitted to clients. NCE’s policy is to invoice monthly unless the Client has other requests.
2. SCOPE OF SERVICES & SCHEDULE
Task 1 – Management and Administration
The NCE team will first meet with City staff to review the schedule, budget, and technical approach. At a minimum, items to be discussed will include the following:
Scope of service, project schedule, budget and invoicing requirements, and points of contact. Field Work - Contingencies for weather related delays and a QC plan as outlined by OCTA. M&R work completed since last PMP update 2022/23.
A list of any newly annexed streets.
GIS database linkages.
Other issues as appropriate.
NCE will facilitate meetings with City staff. An agenda will be prepared and submitted at least three days prior to meetings. A summary of the meetings will be prepared and submitted within one week. Monthly progress reports will be sent to the City that summarize work completed and identify future work. This will include any exceptions or changes to the project schedule/work. NCE will also be available upon request of City staff to assist with preparing materials and presentations for City Council meetings or any public meetings that may be needed based on a time and materials basis.
Deliverables:
Agenda and technical memoranda summarizing meetings.
Task 2 – Research and Planning
NCE will work with City staff to enter M&R treatments for both AHS and LSS networks to the database (since 2022). The historical records must include the road name, limits of work, type, and date of treatment.
Populating the database with recent historical data is extremely useful for determining future treatments and predicting performance of the various pavement sections. This includes overlays, reconstructions, and City of Anaheim

any surface seals. Therefore, we highly recommend collecting this information and entering it into the database.
Deliverables:
Updated database with M&R history and an M&R history report.
Task 3 – Field Pavement Surveys
The NCE team will conduct distress collection surveys on the entire city street network according to ASTM D6433-11 standards. As part of this survey, 100% of the length of each street segment will be surveyed.
For street sections with four or more lanes, NCE will conduct multiple passes (at least one in each direction) to collect sufficient data.
Our Roadway Collection Vehicle System,
certified by both OCTA and MTC, utilizes a
6D Dual-lane Road LiDAR Scanner that
automatically collects a wide range of
pavement defects and surface damage. This
system employs advanced laser scanning
technology to capture high-resolution 3D
roadway surface profiles and 2D digital
pavement images. Every street segment will
be fully surveyed as part of this survey. Our
system includes several sub-components to
deliver automated, real-time, accurate, and
consistent roadway condition results, such
as inspection survey distances, longitudinal
roughness “rideability,” crack detection and
measurement, 2D and 3D pavement profiles, wheel track rutting depths, and transverse profiles. It also integrates our global positioning (GPS) system, roadway marking reflectivity, innovative 3D 360° imagery and LiDAR mobile mapping solutions. In collecting pavement distress data, we utilize high-resolution 3D digital imaging technology and integrated distress laser pavement roadway scanners to accurately quantify the type, severity, extent, start, and stop points of all ASTM D6433 pavement distresses.
OCTA Certified technicians will operate the data collection system to ensure consistency and reliability of the collected data. If City personnel wish to observe our field crews and testing vehicles during the inspection surveys, we can accommodate this request.
Additionally, individual City staff may join NCE’s field crew for half a day to receive hands-on training at no extra cost to the City. We have found this to be the most effective training method for agency staff, as they become active members of the data collection team rather than mere observers. Please note that this scope of work and condition surveys do not address issues such as traffic, safety and road hazards, geometric issues, road shoulders, sidewalks, curbs and gutters, drainage issues, or short-term maintenance tasks.
NCE’s pavement inspectors have undergone a rigorous certification test through both the Orange County Transportation Authority’s (OCTA) and the Metropolitan Transportation Commission (MTC) “Inspector Certification/Testing” programs.
These cover both ASTM D6433 and StreetSaver® distress protocols.
In addition, märker is also certified by the Metropolitan Transportation Commission (MTC) “Automated Rating Vendor Certification” program.

Deliverables:
Updated database with pavement distress data.
PCI report (electronic).
Task 4A – Budgetary Analysis
Next, NCE will perform a Budget Needs analysis using an analysis period to be determined by the City (assumed to be 7 years to comply with OCTA requirements, although we can go as high as 30 years.) This will identify M&R requirements for each road section and will determine the total M&R requirements over the entire analysis period.
The Budget Scenarios evaluation uses a weighted effectiveness rating to prioritize sections for repair under constrained, realistic, budgetary assumptions. Multiple funding scenarios may be performed to answer “what-if” questions (the real “meat” of any PMP).
OCTA requires that the following scenarios below be included in any submittal. Existing funding levels (PCI) and unfunded backlog.
Maintain current levels of service (PCI) over the next 7 years and unfunded backlog. Increase network average PCI by one point within 7 years and an unfunded backlog.
Task 4B – Additional Analysis / Arterial Streets Five-Year Plan In June 2024, NCE assisted the City staff in updating the Arterial Streets Five-Year Plan, giving us a deep understanding of the City's needs and strategies for this task. Leveraging this experience, our team will now develop the new five-year plan and provide bi-annual updates according to the City's priorities. In this process, NCE will collaborate with the City to identify streets that other departments or agencies—such as Public Utility Projects, Orange County Sanitation, and OCTA—are currently planning, designing, or constructing, and exclude those sections from the plan. Each project will span approximately 1 to 2 miles.
Deliverables:
Five Budget Scenarios and corresponding results.
Five-Year Work Plan for Arterials.
In simple terms, the Budget Needs analysis answers the questions: “If I have unlimited funding for street maintenance and repair, which streets should I fix? When should I fix them? What treatments should I apply? How much will it cost?
Simply put, this module answers the question: “If I only have limited funds for street maintenance and repair, which streets have the highest priority for repairs, when should I perform the repairs, and how much will it cost?”

Additionally, the pavement management section will also be updated to account for geometry, construction history, and other factors.
Also, as part of this task, NCE will update the pavement area for each pavement management section for the entire City’s Street network. This updated section area will be measured from pavement edge to edge and account for width changes, medians, cul-de-sac’s, turn lanes, gutters, bus pads, and any other necessary adjustments. These accurate areas will benefit the City especially during budget analysis. If the City elects to do this task, it is recommended to be done after the 2025 OCTA submittal so as not to delay the project schedule.
