CITYWIDE PAVEMENT MANAGEMENT PLAN UPDATE
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the agreement with Nichols Consulting Engineers, Chtd dba NCE, in the amount of $532,840 inclusive of a ten percent contingency for as-needed extra work for the completion of services, for engineering services to provide the Citywide Pavement Management Plan (PMP) Update for the Arterial Highway System (AHS) and Local Street System (LSS) from FY 2025 to FY 2029 and authorize and direct the Director of Public Works or designee, on behalf of the City of Anaheim, to execute the agreement and any related documents, and to take any and all actions as are necessary to implement and administer the agreement.

DISCUSSION:

Based on the requirements of the Orange County Transportation Authority (OCTA) Measure M Program and the provisions of the Government Accounting Standards Board (GASB) Statement 34, the City policy for its Pavement Management Plan (PMP) is to assess the condition of the AHS every two years and the LSS every six years from the effects of vehicular traffic and the environment. The PMP is the tool used to identify which streets should be included in the City’s ongoing Highway and Street Pavement Rehabilitation Program.

On July 25, 2024, the Department of Public Works solicited a Request for Proposal (RFP) through PlanetBids from eleven engineering consultant firms pre-qualified by OCTA as part of the Measure M2 Countywide Pavement Management Program Guidelines Manual and received three proposals on August 15, 2024. These firms specialize in pavement inspections, pavement condition assessments, and the preparation of pavement management plan reports.

In accordance with City Council Policy No. 4.1 for qualification-based selection procurement, the Department of Public Works established a review board and conducted the proposal rating review. The evaluation criteria included the consultant’s understanding of the scope of work, the qualifications of the proposed staff, the Engineering Services Agreement with Nichols Consulting Engineering for the Citywide Pavement Management Plan Update November 13, 2024

3. GMU Geotechnical, Inc. $392,684 The review board concluded that NCE was the most qualified firm based on the evaluation criteria and is recommended to provide engineering services for the Citywide PMP update.

The agreement fee for base services is $327,100 for the FY 2025 and FY 2027 updates with an optional additional $157,300 for FY 2029 for a total fee of $484,400 with a provision that authorizes the Director of Public Works the ability to add extra work necessary for the successful completion of services in the amount of $48,440 as a ten percent contingency. The total agreement is for an amount not to exceed $532,840.

This work supports the City’s Strategic Plan Goal C. Invest in Infrastructure and Amenities, Strategy No. 4 – Improve, enhance, beautify and maintain major street corridors and Strategy No. 8 – Invest in the expansion and maintenance of the paving program to achieve a Pavement Condition Index (PCI) of 75+/-.
