Professional Services for Community Workforce
Agreement Administration Services
A. Firm Overview
TSG is a program/project management firm providing professional CWA administration services for public agency programs. Our experts work directly with owners and contractors alike - solving problems by providing tailored solutions for each project. Since 1992, our clients have relied on us because of our flexibility, quality of service, and stakeholder support. TSG has worked directly with the City in this capacity and role since 2020 on a portfolio of projects. We are initimately familiar with City staff, practices, and procedures.
We specialize in the implementation and administration of CWAs, workforce development and small business utilization, labor compliance programs (LCPs), and community and contractor outreach.
Our approach to labor management has been developed through 32 years in service to municipalities like the City. We come prepared on day one with our research, relationships, and lessons learned to layout the initial groundwork necessary to ensure the City’s program continues to be successful.
TSG has built strong professional connections with all levels of Southern California union organizations from the Business and Dispatch Agents to Apprenticeship Coordinators and Trust Fund Administrators. We work with the Building Trades Council on resolving jurisdictional disputes, and have relationships at the national, state, and local levels of key Trades Councils. We leverage our understanding of how unions work to facilitate their role as the source of referred labor for jobs and gatekeepers to apprenticeship programs.
Our firm is one of the early pioneers in helping owners with the management and enforcement of CWAs, LCPs, and related programs.
We have an effective, balanced, and practical approach to the administration and enforcement of CWAs and LCPs. Acting as a DIR-certified Third-Party Labor Compliance Program has given us the knowledge, skills, and internal protocols to implement labor management efficiently. Our team has developed positive working relationships with DIR staff and the City will continue to benefit in time and cost savings from our ongoing experience.

• Managing, interpreting, and balancing
c
ommunity-facing programs.
• Educating contractors and facilitating
c

TSG’s Anaheim Presence and Experience
TSG has extensive experience working both with the City directly and other agencies within Anaheim, along with the surrounding regions. We have had many clients in the area, including Anaheim Elementary School District (ESD), Anaheim Union HIgh School District (UHSD), City of Buena Park, City of Costa Mesa, City of Garden Grove, City of Irvine, City of Santa Ana, Coast Community College District (CCD), Irvine Unified School District (USD), Orange County Sanitation District, Rancho Santiago CCD, Santa Ana USD, and South Orange County CCD.
Previous Experience with the City of Anaheim
Since 2020, TSG has worked with the City, providing CWA administration, workforce development, and labor compliance monitoring services for its Public Works Capital Improvement Program. TSG has worked closely with City staff on a portfolio of projects, to coordinate the CWA’s innovative workforce development and employment
programs in addition to handling all labor compliance matters from pre-construction through close-out.
As the designated coordinator, we have been responsible for:
• Recording the hours spent administering the CWA.
• Submitting weekly activity reports to the City’s
CWA Adminis
trator.
• Assisting in the preparation of status reports of the CWA dir
ectly given to the City Council.
• Implementing best practices related to the CWA.
• Maintaining files and databases of the CWA.
We assist with compliance education at Pre-Bid and
Pre-Construction meetings, assist with reviewing areas of concern in the administration of the CWA, and make recommendations of enforcement actions.
Early in our assignment with the City, we worked with a contractor that was relatively new to public works and CWAs. We worked closely with this contractor to ensure they were properly set up and in contact with the unions. We also assisted in answering a number of questions regarding DAS forms and requirements, preventing them from having any serious apprentice violations.
Since most of the City’s projects fall within the $1 million to $2 million range, we are particularly diligent to ensure they are as cost-conscious and time-efficient as possible. To date, projects are meeting their workforce development goals and no grievances have been filed.

B. Understanding of the Scope of Work
The City presents a well-developed general scope of services in the RFP; we concur with the City’s scope of services and incorporate it in its entirety by reference. The City is looking to select a consultant to provide CWA administration services for covered Project Work under the City’s Capital Improvement Program. This includes large projects that may utilize larger, more complex labor forces and applies to both new construction and major rehabilitation work throughout the City.
This program is about more than the CWA and labor compliance requirements for projects. We understand the City is working on improving its construction program and the overall landscape for the community of contractors and workers alike. TSG has supported agencies, contractors, and construction managers to successfully guide them through this transition. Compliance is taking on a new meaning from the current norm - contractors will need to learn to navigate union registration and referral systems, participate in developing the local workforce, and pay fringe benefits differently. Communicating to the City and the contractor community that a trust fund delinquency is not just a labor compliance issue anymore—it can be a grievance costing the contractor damages. Payroll reports are not just a sign of wage compliance—they are how you track jobs flowing back into the community.
Based on previous successes, we will complete a policies and procedures manual for CWA implementation and integrate it with labor compliance procedures before projects are advertised for bids. We will also complete a compliance manual for contractors, with forms,
instructions, and a summary of key CWA provisions.
TSG will establish regular meetings to set up a
healthy, collaborative relationship between labor and
management. This ensures unions can access TSG staff
for any issues and contractors are held accountable for CWA obligations, such as the development and
dispatch of targeted and disadvantaged workers.
TSG will communicate with the Building Trades on
interpretation issues and field questions concerning
jobsite issues. Proactively aiming to minimize disputes, TSG will keep unions informed on work performed and
contractors informed of their rights and obligations.
We make it clear to all unions that a simple phone call can lead to satisfactory action, eliminating the need for a formal grievance. As a firm-wide policy, TSG attempts to resolve all issues at the lowest possible level. Our proposed methodology has proven
to be successful on similar projects
tailored for this assignment.
4 City of Anaheim - RFP 24-08-22
Professional Services for Community Workforce
Agreement Administration Services
Although unions generally
understand their
obligations not to strike
or picket, TSG ensures the
idea of zero project delays
is well communicated and
incorporated as a key
CWA provision.
For example, when a
non-signatory union set
up a picket line near a
Port of Long Beach (POLB)
Longshoremen Project,
TSG immediately
contacted on site unions
to remind them that their
members were obligated
to continue work
regardless of the picket.
As a result, they
understood their
obligations and work
continued uninterrupted.
TSG is an unbiased advisor to both unions and contractors. If unions perceive us to be pro-contractor or vice versa, our ability to collaboratively solve problems is impeded. Instead, we act as a true independent source of information and support for both. Since our efforts to mediate and facilitate are always unbiased, the result is very few disputes going the full course of the grievance procedure.
TSG speaks with International Union representatives about jurisdictional assignments, prepares background data for CWA arbitrators, negotiates letters of understanding on interpretation of CWA provisions, and communicates CWA interpretations to contractors and unions at Joint Administrative Committee meetings, all with the intention of maintaining a collaborative CWA.
Training, Compliance, and Liaison
To be effective at creating career opportunities for local residents and disadvantaged workers, all stakeholders need to do their part. The Building Trades will be the source of referred labor through the CWA and the contractors are the gatekeepers to indenture new workers into apprenticeship programs.
To build and maintain effective relationships, the Building Trades Council, Business Agents, Dispatch Agents, Apprenticeship Coordinators, Trust Fund Administrators, contractors, and contractor organizations like the Associated General Contractors of California, will need to work together to bring career opportunities to the community.
Implementing a program that introduces contractors to the expectations of a CWA is a critical step in creating a symbiotic relationship between the contractors and the building trades. Without a firmly enforced, clearly communicated training policy prior to award, a prime contractor may show up ill-informed—unable to answer questions from union agents as pre-construction activities begin. To prevent this, TSG uses a proactive approach to inform contractors beginning with a community bootcamp with potential bidders after a CWA is introduced, so stakeholders are exposed to the benefits, requirements, and challenges of working under a CWA. TSG also uses Job-walks, pre-award meetings, post award meetings, and pre-job conferences to ensure contractors understand requirements and expectations.
We will complete a training schedule and policies and procedures manual for CWA administration and integrate it with labor compliance procedures before projects are advertised for bid. We will also complete a compliance manual for contractors to use as a guide, with necessary forms and instructions, and a short summary of key CWA provisions.

Pre-Bid Activities
Upon request, we will review all bid advertisements and contracting documents including the Instructions to Bidders, public works contract, and general conditions to ensure appropriate labor compliance language is incorporated.
Upon request, TSG will prepare a Labor Compliance Information Packet summarizing the project-specific labor compliance requirements, to be distributed at the pre-bid meetings with potential bidders. Additionally, TSG staff will attend the pre-bid meeting and present a summary of labor compliance requirements, if requested.
Pre-Construction Phase Activities
Kick-Off Meeting
Upon Notice-to-Proceed (NTP), we will initiate a client kick-off meeting, conference call, or online meeting with the City’s Project Manager . The purpose of this kick-off is to define project-specific expectations necessary to ensure success and to solicit prime and subcontractor lists for use in mandatory pre-construction meetings.
Information collected at the kick-off meeting will be utilized to determine the appropriate level of monitoring coverage and related frequency of required contractor submittals and site worker interviews.
Pre-Construction Meeting
TSG staff will attend and facilitate a labor compliance requirements discussion at a pre-construction meeting as scheduled by the City’s Project Manager . The purpose of this meeting is to permit TSG staff to directly inform key staff from the prime contractor and subcontractors (project management and payroll administrators) on:
• Applicable labor codes and regulations dependent upon project funding sources. • Prevailing wage determinations.
• Required pre-job forms and monthly submittal requirements. • An overview of the labor compliance monitoring and enforcement process.
In short, this meeting permits TSG staff to set the ground rules for the contractors and establish direct c
ommunication to enable our further education and assistance to contractors. Additionally, TSG will solicit and review the approved construction schedule during this meeting, allowing our team to anticipate the general time frame in which particular trades will be on the site. This serves as one input to our auditing process and a cross-reference point by which we will share labor compliance data with local worker hire administrators.
Establish File Management System and Technology Implementation Support Commonly used software, like Dropbox or LCPTracker, will be utilized for the submission, management, review, and retention of payroll records. TSG staff are experienced in utilizing the preferred software of our clients to best support their labor compliance programs. We will also establish file management and document submittal tracking logs. TSG’s tracking logs record and serve as a monitoring tool for submittals that have been timely received, for those that have not, and for outstanding submittal requirements for elevation to the TSG Project Manager for further review and/or action.

Construction Phase Activities
Technical Assistance and Training for Contractors
TSG staff will offer phone, email, and online video conference support throughout project duration to answer contractor questions and provide clarification of labor compliance issues and guidance in preparing and submitting required documentation or correcting identified deficiencies.
In-person group training sessions, and one-on-one meetings for individual contractors will be provided, as necessary, or at the direction of the City’s Project Manager . Additionally, TSG will provide ongoing technical support to contractors.
Collect, Store, and Review
TSG staff will verify collection of required contractor submittals on at least a monthly basis, or on a pay period or w
eekly basis as required by project-specific funding sources. The collection, storage, and initial review of contractor submittals will be accomplished through a review of submitted items.
Based on the required review period frequency, TSG staff will prepare a draft Delinquent Documents Request (DDR) for the prime and applicable subcontractors. Following review and approval for quality assurance by our Project Manager, the DDR will be transmitted to the City’s Project Manager, the prime, and applicable subcontractors.
Site Worker Interviews
TSG staff will perform a detailed interview of randomly selected construction workers at the active project site, ensuring a cross-section of active trades and views. Conducted in English or Spanish at the preference of the site worker, interview results will be recorded on a Digital Site Interview Form to be submitted and retained in the project files. Site interviews enable us to collect and verify payroll and trades and serve as one input to the auditing process described below. Photos of construction activities will also be collected during site interviews.
Audit Certified Payroll Records, Other Contractor Submittals, and Site Worker Interview Data TSG’s audit protocol includes staff review of certified payroll records, fringe benefits statements, DAS 140/142 forms, Training Fund Contributions, daily diaries, and Site Interview Forms. The audit is designed to uncover potential discrepancies and inadvertent payroll errors as early as possible, permitting informal resolution by the prime contractor and/or affected subcontractors.
Our auditing protocol also addresses specific requirements of project funding sources, including Federal Davis-Bacon and related acts, California Labor Code, and California Code of Regulations. Other documents involved in the audit can include inspector logs, job logs, timesheets, and sign-in sheets.
The core of our auditing process is to ensure timely review of certified payroll records to verify that all information required under the applicable labor codes is included, that certification forms are in order, and that the contractor and all subcontractors are paying the correct specified prevailing wage rate to all workers.
At the outset of a project, a wage determination verification will be undertaken to ensure correct prevailing wage rates are identified and disclosed to the contractor and all subcontractors. 7 City of Anaheim - RFP 24-08-22

Within 30 days of receipt, TSG staff will review each certified payroll record for:
3 Timeliness
3 Completeness
3 Work classifications
3 Worker addresses
3 Social security numbers
TSG staff will also review fringe benefit statements and Training Fund Contribution and Site Worker Interview Forms. For projects requiring a labor compliance program such as this one, there is an additional requirement known as payroll confirmation. Each month in which a contractor or subcontractor reports having workers employed on a City project, confirmation of furnished payroll records will be undertaken randomly for at least one worker and at least one weekly period within that month. Confirmation of payroll records furnished by contractors is defined as an independent corroboration of reported prevailing wage payments, typically through examination of paychecks or paycheck stubs.
Skilled and Trained Workforce
In order to meet skilled and trained workforce requirements, TSG will ensure that the contractors are submitting the required monthly report and that all requirements are being met per the DIR. If there are any delinquent subcontractors, TSG will hold a meeting to discuss a corrective action plan and ensure everyone has reached a common understanding. Payment withholding recommendations will be enforced if there is an incomplete report submitted or if the contractor is not meeting requirements.
Progress Payment Approvals
At the City’s request, TSG will review progress payment requests and prepare a written recommendation prior to issuing progress payments to the prime contractor. The purpose of this task is to ensure that the City has appropriate controls in place during project duration to maintain contractor compliance in real time, thereby avoiding protracted difficulties in closing out the project after the completion of construction activities. 3 Sequential numbering

Public Records Requests
Upon request, TSG staff will receive and respond to public records requests within the mandated time periods.
We will also maintain in the project files written evidence of our communication with the third parties making such requests to document compliance and responsiveness. TSG’s protocol for public records requests includes quality assurance steps necessary to ensure document compliance with CLC §1776 and CCR §16402.
Penalty Calculation and Withholding Recommendations
Following collection of evidence and determination of a violation, TSG staff will prepare an audit letter whose purpose is to describe the violation and any required corrective actions. The audit letter serves as official notice to the contractor(s) and the City of our findings and the solution required under the law. It is also our official communication with the Labor Commissioner regarding the violation, should the matter rise to that level.
The audit letter is supported by DIR’s Public Works Audit Worksheet, which provides a summary of the total wages paid by the contractor versus the required hours/wages that should have been paid and identifies penalties and training fund contributions due and owing. As needed, TSG will prepare the audit letter and Public Works Audit Worksheet, which together outline the type and extent of violations, detail how much is owed including penalties, and recommend how much money to withhold.
DIR Hearing Support
If resolution of an identified violation is not obtained directly with the contractor, the audit letter and Public Works Audit Worksheet referenced above accompany the following materials prepared by TSG for submission to the City’s legal counsel and the Labor Commissioner:
3 Prevailing Wage Determination Summary
3 Public Works Investigation Worksheet
3 Public Works Audit Worksheet
3 Request for Forfeitures
3 Monthly Reporting
We will prepare and submit a monthly report to the City. The monthly report will summarize labor compliance activities undertaken during the reporting time period, noting any potential irregularities, issues under investigation, known labor compliance violations, and recommended actions for the City to consider implementing.
Project Close-out
TSG typically allocates two months following the end of all construction activities, including punch-list work, to allow the prime contractor and subcontractors to complete their submittal of all required documentation.
This close-out period is necessary, given the normal processing timeline for final certified payroll records, and to permit TSG staff to verify all required documentation has been received, reviewed, and audited.
Additionally, TSG will secure the required Public Works Affidavit from the prime contractor(s).
A final monthly report including all required close-out issues will be submitted to the City’s Project Manager at the conclusion of each project.

TSG believes strongly in educating contractors up front and involving interested stakeholders. We will ensure that all builders in the field—regardless of their position in the program—have a full understanding of the City’s CWA and compliance program requirements, including:
• Tracking ongoing and upcoming projects and establishing access to project data. • Adopting and continuing systems, preparing templates of project forms, and distributing to contractors. • Setting up submittal schedules such as certified payroll reports and local hiring utilization reports. • Regular checks for project progress and expected completion dates in case of project schedule changes. • Providing the construction managers with monthly status reports and invoice payment r
ecommendations, integrating CWA compliance into overall contractor compliance oversight. • Preparing monthly activity reports for City review, with logs of issues addressed.
Records Retention
TSG follows a strict protocol to ensure all required documents are uploaded securely, and any paper files are organized and locked when not in use. There are several document retention options in addition to paper files, including LCPTracker, Elations, and eMars. All three may be used to collect, verify, and manage certified payrolls and related labor compliance documents. TSG also utilizes Dropbox, which provides a secure folder for contractors to upload the required items. These are all proven options that keep data secure and confidential.
Quality Assurance
TSG maintains internal quality control procedures to ensure a high level of professional service in our advice and work products. Our quality control system consists of two key elements, as discussed below:
1. Periodic team meetings to review budget and schedule. Our team jointly tackles unresolved issues and note lessons learned on the project. Lessons learned are disseminated to the entire firm and our team members and clients benefit from this collaborative effort.
2. Peer-to-peer review at the Project Manager level. Performed for all written work products before they are published, peer reviews are an important part of our quality control.
Our Project Manager reviews all data entry and other work products from TSG staff including:
• Project tracking logs
• Workforce tracking entries
• Any flagged project issues
• Site interviews performed
• Expended vs. remaining project budgets
When projects involve specific funding windows with their own unique requirements, TSG tracks those goals and deadlines using a separate but parallel path that allows our Project Manager to quickly determine whether requirements are being met or need further communication with the contractor or vendor . A complete copy of TSG’s QA/QC Manual is available upon request.

Issac Hernandez - CWA Coordinator - Key Personnel
Serving the City as CWA Coordinator, Issac brings his in-depth knowledge of industry regulations and a strong proclivity in educating others to all of his assignments.
With six years of experience in labor management, Issac knows firsthand how multifaceted programs can be and the complexities that may arise between stakeholders with competing objectives. To best illustrate his qualifications and experience in CWA and compliance program management, below we have included a narrative of his current assignment on the LACDPW Harbor UCLA mega project. He will utilize these same skills to ensure the City’s program is successful.
Issac’s Harbor UCLA Experience
TSG has partnered with general contractor Hensel-Phelps to work on this $1.7 billion, five-year medical center replacement project. The project consists of six new buildings and a parking lot. TSG is managing Hensel-Phelps contractual requirements under Los Angeles County’s CWA including labor compliance, apprentice hire, local hire, targeted worker hire, community outreach and XBE requirements.
Together with its client, TSG has developed and put together an internal team to implement an actionable plan for meeting each requirement.
As the lead Project Manager, Issac is tasked with leading all coordination efforts including meeting regularly with the Owner, prime, and subcontractors. Issac’s primary focus is directed at enforcement of CWA requirements, ensuring contractors are compliant with the CWA which includes vetting union assignments for the appropriate scopes of work, running pre-job conferences, and facilitating contractor performance in relation to hiring goals. Issac also participates in on-site foreman’s meetings to ensure that those directly involved in personnel changes and hiring are making workforce adjustments with the CWA requirements in mind. Issac is directly responsible for implementing TSG’s strategy for project success.
Part of Issac’s role has been to drive training efforts to ensure contractors at every tier understand the CWA requirements. To do so, he implemented individual subcontractor hiring plans that included a detailed account of the expected hours of performance, the crafts that would be employed, the number of apprentices and journeyman used, and the number of slots available for community candidates to fill.
These plans are reviewed each quarter to not only create a system of accountability for each contractor but also creates a pipeline for workers from the community to participate on the project.
Concurrent with subcontractor training efforts, Issac engaged in a series of preconstruction outreach events to educate the community about upcoming opportunities. He targeted community candidates interested in construction careers so they would be exposed to construction and learn about the different trades and career pathways they could enroll in. Once trained, candidates would be vetted for participation and made available to hiring contractors and subcontractors. Currently, the project is in its second year and exceeding all CWA hiring goals including Local, Apprentice, Local-Apprentice, and Targeted Worker .

Jeremy Turner - Principal-in-Charge - Key Personnel
With over twelve years of industry-specific experience, Jeremy is proficient in all aspects of CWA administration and ready to provide program oversight and guidance to Issac and the team. His expertise lies in the development and implementation of compliance programs including CWA administration, workforce development programs, LCPs, and DBE/SBE programs.
His proficiency in communicating with involved stakeholders and approach has proven successful in resolving disputes throughout his tenure. Below we have included a narrative of his work with West Basin Municipal Water District (MWD).
He will utilize these same skills to ensure the City’s program is successful.
Jeremy’s West Basin Municipal Water District Experience TSG serves as PLA Coordinator on a program totaling $50 million and provides labor compliance monitoring on several other projects. When initially retained by the District, Jeremy was tasked to write their LCP and seek approval by the state for Prop 84 funded projects along with implementing the LCP .
Upon the District’s decision to adopt a PLA, Jeremy educated agency staff on PLAs and implemented and administered the PLA program.
The District’s primary goal was to create programs for both Labor Compliance and PLA and prepare internal staff to take the work in-house upon contract completion. Prior to the implementation of the programs, Jeremy met with the District to discuss their current practices and introduce documents and contract language that would need to be added to solicitations, contracts, and compliance documents.
Jeremy created a timeline for implementation and facilitated meetings and maintained records reflecting action items related to milestone goals. He made recommendations and provided sample documentation like instructions to bidders, sample agreements, and the schedule of forms to cover PLA and labor compliance requirements. Jeremy spent time evaluating local hire provisions and provided language for contract specifications associated with the District’s local resident and at-risk worker requirements.
To facilitate agency staff comprehension of the LCP/PLA processes, Jeremy created and presented a one-day training seminar with the District’s staff. This was a successful session of presentations, quizzes, and talks aimed at reinforcing what was developed in the PLA and Labor compliance manuals, led by our subject matter experts.
The District’s hiring goals presented unique challenges. The local hire goal of 30% is comprised of two tiers – the first being zip codes that make up the District and the second expands to Los Angeles County.
The at-risk goal of 5% is includes workers who reside within ten miles of the District’s headquarters and meet at least two of a specific set of criteria. Finally, the District’s PLA states that contractors must use apprentices in accordance with the California Labor Code, requiring 16.67% of all hours be performed by apprentices.

E. Relevant Project Experience of the Team
As required by the RFP , on the following pages we have included project summaries for three clients that demonstrate our administrative experience with CWAs.
TSG has worked with the Port of Long Beach (Port) since the 2010 inception of its first PLA on the $800 million Middle Harbor Redevelopment Program, consisting of nine projects.
We provided full compliance monitoring and enforcement, served as subject matter expert, and provided staff training on PLA and labor compliance.
TSG helped the Port develop their first PLA policies and procedures manual, spelling out best practices from pre-award through close-out. We conducted small business outreach, local and disadvantaged outreach, and veteran outreach through the Helmets to Hardhats program.
In addition to creating the Port’s framework for administration of PLAs, management of this PLA required proactive
development of an administrative structure, extensive training of local contractors, and specially tailored outreach for unique trades used for harbor/Port construction.
TSG became the Port-Wide PLA Administrator in 2016 and has overseen multiple projects for the Port since. The covered projects include $700 million in infrastructure, rail, and terminal improvements. In addition to enforcing the provisions of the PLA, we were responsible for ensuring contractors meet the Local, Disadvantaged, and Veteran worker targets specified in the agreement. We provided monthly reports and a
comprehensive annual report to the Board of Harbor
Commissioners on the status of the PLA. We provided staff training and served as subject matter experts regarding labor management, jobs coordination, and labor compliance.

TSG is providing Project Labor Agreement (PLA)
administration and labor compliance as the City implements its first-time PLA. TSG works alongside City staff on a portfolio of projects to ensure contractors remain compliant with the PLA and handle all labor compliance matters from
pre-construction through close-out.
Since this is the first time the City has adopted a PLA, there was a heightened attentiveness when we began the assignment. The City expressed concern in wanting to confirm everything was being done correctly, on-time, and on-budget. As an experienced PLA Administrator with over 20 first-time PLA assignments under our belt, we were able to reassure the City that the program was being implemented smoothly.
One aspect of this PLA is requiring regular community outreach events that are sponsored by the City and the Building Trades.
We have successfully assisted in planning and attending two outreach events.
On two of the first projects, a contractor ended up declaring bankruptcy partway through construction. This caused an upheaval of issues to occur. We guided the City, Unions, and workers through the process of replacing the contractor and reestablishing compliance with the PLA. Because of our action, we were able to correct any outstanding underpayments and continue construction with little difficulty.
To date, we have worked on 11 projects for the City, Below, we have included a small sample of them.

TSG is the CBA Administrator for the District’s $470 million construction program. TSG responsibilities include scheduling and facilitating pre-job conferences and compliance meetings, facilitating grievance/dispute resolution, and sustaining compliance under the local hire and labor compliance
programs. In advance of board meetings for the District, we prepare workforce reports that include Minority, Women, Veteran owned business usage and Local Hire attainment
goals across all projects.
The District has an annual program dedicated to educating contractors on the bond program. During this program, we took part in a CBA “Bootcamp”, in which our team created and hosted a presentation to contractors on the CBA to
educate them on the CBA itself, as well as their obligations and requirements.
In response to the COVID-19 pandemic, we adjusted our
workflow to hold these Bootcamps and meetings online.
They provide the definitions within the CBA, key provisions, and how to avoid common grievances. We also explain the importance of making union assignments and preparing
contractors for the experience of working under a CBA.
As the CBA Administrator, TSG positions itself as the facilitator.
Building relationships and creating a collaborative environment is where TSG ensures a successful agreement will take place.
Simple actions like going over each contractor’s scope of work and confirming they understand their union assignment has been critical in alleviating the stress non-union contractors often feel when working under an agreement.
Taking these additional steps has aided in starting contractor and union relationships on positive terms, thus resulting in a project having a constructive work environment from day one.
The District’s local hire goal of 50% is currently being exceeded at 58% across a portfolio of projects.
