ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1. Approve an agreement with C.R. & A. Custom Apparel Inc., dba CR&A Custom Inc. (CR&A) for fabrication, installation, and maintenance of graffiti abatement measures on ground-mounted electrical equipment (Agreement), with an initial term of three years and up to two optional one-year renewals, at an average annual cost of $298,300 (five-year average) with a 15% contingency for as-needed extra services;
2. Authorize the Public Utilities General Manager, or designees, on behalf of the City of Anaheim (Anaheim), to execute the Agreement and any related documents, including any cost-neutral amendments and any documents contemplated by the Agreement, and to take such necessary or advisable actions to implement, fund, and administer the Agreement; and,
3. Determine that the work to be performed under the Agreement is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to section 15301 of Title 14 of the California Code of Regulations.
DISCUSSION:
At its October 23, 2024 meeting, the Public Utilities Board recommended that the City Council approve the Agreement with CR&A to provide Graffiti Abatement Services.
Anaheim Public Utilities (APU) utilizes a method of deterring graffiti on high voltage utility equipment by installing vinyl wraps with protective sealants. Since 2018, APU has installed vinyl wraps on over 1,160 equipment enclosures and has received positive feedback from customers. The current agreement is near its contractual limit, and APU is therefore seeking the proposed Agreement to further expand these installations throughout Anaheim.

APU issued a Request for Proposals (RFP) on August 29, 2024 to seek proposals from firms interested in providing anti-graffiti solutions. The scope of work includes the design and installation of anti-graffiti vinyl wrap on 1,000 equipment enclosures over the term, including transformers, switches, and automation cabinets. Selection of locations are prioritized based on reports of graffiti from residents and businesses requiring repeated removal services, projects where new equipment is installed adjacent to public right-of-way, as well as input from APU field crews, inspectors, and other Anaheim departments.

The RFP was posted on Anaheim’s electronic bidding system where seventy potential bidders were notified. APU received only one proposal, which was from CR&A, and the proposal was evaluated in accordance with the qualifications-based selection criteria pursuant to City Council Policy No. 4.1 – Selection of Professional Consultants. The evaluation criteria included CR&A’s ability to perform the tasks outlined in the RFP, methods and techniques employed, qualifications and availability of project team members, success record on similar projects, and the reasonableness of the proposed fees. APU recommends CR&A based on its cost, experience, and methods in applying new anti-graffiti coating material. CR&A is the current provider for APU, has met its contractual obligations, and has successfully performed similar work for Los Angeles and San Diego.
The Agreement supports multiple goals in the 2024-25 Strategic Plan. These include Goal B – Enhance Livability, Strategy 1 - Address neighborhood and commercial blight and Goal C – Invest in Infrastructure and Amenities, Strategy 4 – Improve, enhance, beautify, and maintain major street corridors.

ENVIRONMENTAL REVIEW:
APU recommends that City Council determine that the work to be performed under the Agreement is categorically exempt from CEQA pursuant to section 15301 of Title 14 of the California Code of Regulations. The work will consist of minor repairs to existing utility equipment, which does not have the potential to create a significant effect on the environment.
IMPACT ON BUDGET:
Sufficient funds are included in APU’s Fiscal Year 2024/25 restricted Electric Utility Fund budget, and future years are subject to City Council approval of budget appropriations.
Respectfully submitted,
Dukku Lee
Public Utilities General Manager
