ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution:
1. Ratify and approve the submittal of an application, in the amount of $6,000,000, to the California Department of Parks and Recreation for the federal Outdoor Recreation Legacy Program (ORLP) grant funds for the La Palma Park Project; authorize the Director of Community Services, or designee, to act as the Agent of the City of Anaheim (City) on all matters concerning the grant program; accept such funding on behalf of the City in the amount of $6,000,000, and increase the Community Services Department’s FY 2024/25 budget; and
2. Determine that this action is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15306 of Title 14 of the California Code of Regulations (Information Collection).
DISCUSSION:
La Palma Park (park) is one of Anaheim’s oldest, largest, and well used parks. While the east portion of the park has active uses, the west portion has mostly passive and outdated amenities that include dated picnic shelters, a large turf area, a playground with a swing set, and a parking lot. In response to resident and user group requests for the revitalization and activation of the west portion of the park, Community Services staff held many stakeholder meetings and developed a community envisioned master plan with new recreational facilities and amenities (Attachment 3). The estimated total project cost is $15,000,000.
The City has been actively seeking grant opportunities to fund the implementation of the desired improvements. To date, Community Services staff successfully secured a $2,000,000 Federal Earmark from Congressmember Lou Correa’s office for the future soccer fields. To be able to implement the remaining much-needed improvements, staff Ratify and approve the submittal of a Grant Application to the California Department of Parks and Recreation for the Outdoor Recreation Legacy Partnership Grant Program for La Palma Park November 19, 2024
identified this project as a competitive candidate for the ORLP grant program. The maximum grant request of up to $6,000,000 was submitted for consideration and was selected for funding.
Staff recommends approval of a resolution ratifying and approving the ORLP grant application and grant awarded funds in the amount of $6,000,000. The balance of project costs will be paid for by the awarded Federal Earmark and development impact fees.
Moving forward, staff will contract with a design consultant to further refine the existing master plan, develop construction documents, and obtain plan check approval.
Construction is anticipated to begin in 2027.
This project is in line with City’s Strategic Plan Goal C Invest in Infrastructure and Amenities, Strategy 11 - Review and implement the Parks Master Plan.
ENVIRONMENTAL REVIEW:
The Community Services Department recommends that the City Council determine that this action is categorically exempt from CEQA pursuant to Section 15306 of Title 14 of the California Code of Regulations, which pertains to information gathering purposes leading to an action that a public agency has not yet approved, adopted, or funded.
IMPACT ON BUDGET:
The action will amend the Community Services Department’s FY 2024/25 Capital Improvement Program revenue and expenditure budget by $6,000,000.
Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
