CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: NOVEMBER 19, 2024
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE PURCHASE OF ONE PIERCE FIRE ENGINE FROM

SOUTH COAST FIRE EQUIPMENT
ATTACHMENT (Y/N): YES ITEM # 03
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve Contract Number MA#106-498217 with South Coast Fire Equipment, an authorized reseller of Pierce Fire Engines, for the purchase of one Pierce Fire Engine, in the amount of $1,240,054.77 (which includes all applicable taxes and fees), for the Anaheim Fire & Rescue Department (AF&R). This procurement is established by cooperative agreement in accordance with Council Policy

4.0. DISCUSSION:

Frontline Pierce Fire Engine 5 recently experienced a significant electrical failure, which has rendered the unit inoperable and resulted in its extended out-of-service status. This extended downtime has forced modifications to Anaheim Fire & Rescue Department’s deployment protocols and reduced tactical flexibility during major events. Estimates for repairs are up to 24 months vs the purchase of a new Engine that can be delivered within 12 months. Given Engine 5 is more than 10 years old and repair costs are based on preliminary estimates, ordering a new apparatus expedites the process and guarantees the cost and availability of usable equipment.

The extended out-of-service status of the Pierce Fire Engine, combined with the increased strain on our aging reserve fleet, is compromising Anaheim Fire & Rescue's operational readiness. This creates a growing risk of delayed response times, particularly during peak events and extreme weather conditions, such as the recent Red-Flag wind events. During major incidents requiring multiple apparatus, like the Freeway Complex Fire, the ability to respond effectively is further challenged. The overuse of older reserve vehicles accelerates their deterioration, increasing the risk of mechanical failures and undermining our ability to handle concurrent emergencies. Additionally, the long-term sustainability of our fleet is at risk, with escalating maintenance costs and reduced reliability, which ultimately affects the level of service our community relies on.

Without prompt replacement, the absence of this essential unit would compromise Anaheim Fire & Rescue’s operational capacity, reducing our ability to respond to Approve purchase of one (1) Pierce Fire Engine from South Coast Fire Equipment November 19, 2024

emergencies with the necessary number of functional apparatuses. Addressing this issue proactively is necessary to mitigate future risks related to fleet reliability and avoid prolonged operational gaps, which would have serious implications for public safety.

AF&R is requesting the purchase of Pierce equipment to maintain consistency with other recently acquired apparatus. Pierce's integrated manufacturing of fire pumps, cabs, chassis, and bodies reduces out-of-service time for warranty work. Standardizing on Pierce fire apparatus offers several key benefits, including the use of Pierce’s proprietary pump design, which creates more available space on the truck, a customized web-based maintenance platform tailored to our apparatus, and cab configurations that align with our existing fleet for improved operational efficiency. This standardization also simplifies maintenance tasks, leading to greater operational efficiency and reduced downtime.

These fire engines will be based on the model year chassis at the time of construction, which is projected to be during the 2024-25 year, but will otherwise be identical in all build out specifications to the most recent matching engine purchases made over the last two years.

IMPACT ON BUDGET:

Funding for these purchases will come from the Public Works Department’s Fleet & Facilities Motorized Equipment Fund budget for Fiscal Year 2024/25.

Respectfully submitted, Concurred by,
Kari Bouffard Rudy Emami
Purchasing Agent Director of Public Works
