DISCUSSION:
The Anaheim Tourism Improvement District (ATID) Transportation Committee allocated funding for the City to implement the Anaheim Resort Safety Bollards Pilot Program. The intent of the Bollards Pilot Program is to identify, design, and construct appropriate and aesthetically pleasing bollard designs to provide for enhanced pedestrian safety at the four highest pedestrian volume intersections in the Anaheim Resort. The four intersections include: Harbor Boulevard/East Shuttle Area; Harbor Boulevard/Disney Way; Harbor Boulevard/Katella Avenue; and Harbor Boulevard/Convention Way.
The first phase of the Anaheim Resort Safety Bollards Pilot Program installed safety bollards at the Harbor Boulevard and East Shuttle Area intersection in June 2023. Staff prioritized next Harbor Boulevard at Disney Way intersection for continuity of improvements.
The City of Anaheim posted to solicit bids to construct on the City’s bid portal on September 18, 2024. The bid due date was October 10, 2024. The City received 11 bids summarized as follows:

COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is not a covered “Project Work” as defined in the Community Workforce Agreement with the Los Angeles / Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. The size and scope of this project does not meet the definition of “Project Work” as defined in the CWA; therefore this project is exempt.
ENVIRONMENTAL DETERMINATION:
Upon review of the California Code of Regulations (CCR), staff recommends the City Council determine that the Project is Categorically Exempt from CEQA pursuant to Sections 15301(c) and Section 15303(d) of Title 14 of the CCR. Section 15301(c) allows for the repair, maintenance, or minor alteration of existing public or private structures, involving negligible or no expansion of use beyond that existing at the time of the Lead Agency‘s determination. Section 15303(d) allows for the construction and location of limited numbers of new, small facilities or structures, including electrical, other utility extensions, and street improvements, of reasonable length to serve such construction. The proposed improvements include the minor alteration of existing facilities and installation of minor equipment (bollard) within City right-of-way, involving no expansion of existing uses.
After determining that this Project is Categorically Exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges of the decision.

Sufficient funds are available in the Public Works’ FY 2024/25 restricted ATID transportation fund.
