DISCUSSION:
The bids are summarized as follows:
1. R.J. Noble Company, Orange, CA… … … … … … … … … … … … .$7,328,200.00
2. Hardy & Harper, Inc., Lake Forest, CA … … … … … … ...… … .… $7,725,000.00
3. Onyx Paving Company, Inc., Anaheim, CA ..… … … … … … .… ..$7,727,000.00
4. All American Asphalt, Corona, CA… … … … … … … … … … … ...$7,799,560.00
5. NPL Construction Co, Phoenix, AZ… … … … … … … … … .......… $8,081,235.00

7. Nationwide Contracting Services, Inc., Huntington Beach, CA....$11,348,700.00 Award of Contract for Residential Street Improvement Project – Beth-Jackson – Group 17 November 19, 2024
The Residential Street Improvement Project – Beth-Jackson - Group 17 is part of the Public Works Department’s neighborhood street rehabilitation program and is identified in the approved Capital Improvement Program for FY 2024/25. The streets within the Beth-Jackson neighborhood are located in District 5 (see attached Map).
The work consists of rehabilitating over 1.36 million square feet of residential roadways by removing and re-constructing asphalt concrete, and repairing over 93,000 square feet of sidewalks, driveway approaches, curbs and gutters, and reconstructing ADA curb access ramps to meet the latest standards. The project will also include repairs to concrete walkways in Rio Vista Park, and restoration of the asphalt parking lot at Pioneer Park. The project will restore pavement surface integrity, improve ride quality, and enhance the walkability of the neighborhood sidewalks.
The engineer’s estimate for this scope of work was $7,778,300. The bid from R.J. Noble Company is significantly lower than the engineer’s estimate, however it appears to be reasonable given R.J. Noble’s asphalt production plant is located less than a mile away from the project site in neighboring Orange, CA. In addition, the bid is competitive, reflects the current bidding atmosphere, and is within available funding.
Construction is scheduled to begin in the 1st quarter of 2025 and be completed by the 3rd quarter of 2025. Liquidated damages for this project shall be $7,000 per day.
ENVIRONMENTAL DETERMINATION:
Upon review of the California Code of Regulations (CCR), staff recommends the City Council determine that the Project is Categorically Exempt from CEQA pursuant to Sections 15301, Class 1, and 15302, Class 2, of Title 14 of the CCR. Section 15301 allows for the repair, maintenance, or minor alteration of existing public improvements and Section 15302 allows for the replacement or reconstruction of existing improvements that will be on the same site and will have substantially the same purpose and capacity. The proposed street improvements will be restoring and repairing the existing roadway pavement located within existing street right-of-way with no expansion of capacity. Staff will file a CEQA Notice of Exemption (NOE) upon approval by City Council.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This project is acknowledged “Project Work” as defined in the CWA the city entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
IMPACT ON BUDGET:
Adequate funding is available in restricted transportation funds in the Public Works’ FY 2024/25 capital improvement budget.
