ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:

1. Approve Professional Services Agreements (Agreement) with i) The Counseling Team International, in an amount of $60,000 per contract year, with a total contract amount not to exceed $240,000, and ii) Psychological Consulting Associates, Inc., in an amount of $40,000 per contract year, with a total contract amount not to exceed $160,000, for peer support and short term counseling services, each for a one year term with three one-year optional renewals; and

2. Authorize the Chief of Police, or designee, to implement and administer the agreements and renewal options.

DISCUSSION:

In support of each department’s Peer Support program, the Anaheim Police Department and Anaheim Fire and Rescue have utilized services from The Counseling Team International (TCTI) for short-term counseling of employees and immediate family members to address and mitigate the psychological impacts resulting from traumatic incidents, events, stress, and challenges associated with policing, fire service and public safety. Peer Support services include but are not limited to critical incident response, critical incident debriefs, critical incident stress management, trauma care and support, and family-related matters. Clinicians work closely with each agency’s Peer Support Team by providing training and advice. Additionally, trained clinicians are available 24 hours a day, seven days a week to respond at any location promptly for critical incidents, including but not limited to officer-involved shootings, mass casualty events, active shooter events, significant injury to employees, suicide or suicidal ideation, and line of duty, employee, or immediate family member deaths.

The current agreement with TCTI expired on October 31, 2024. Both the Police and Fire Departments intend to continue their respective Peer Support programs as there is a Agreements with TCTI and PCA, Inc. for Peer Support Services November 19, 2024

definite need for the various services offered to employees. The new agreements will be retroactively effective to November 1, 2024.

On August 15, 2024, the Police and Fire Departments advertised a Request for Proposal (RFP) for Peer Support services on Planet Bids. Four hundred ninety-eight vendors were notified of the RFP through the Planet Bids system based on the vendor’s registration classification for similar services through the system, and 22 vendors downloaded the RFP as a prospective bidder. The City of Anaheim (City) received four responsive proposals on September 5, 2024, from the following organizations: Nuway Express Inc., Premier First Responder Psychological Services, Psychological Consulting Associates Inc., and The Counseling Team International, which were evaluated by the Police and Fire Departments in accordance with Council Policy 4.1. This evaluation involved ranking each proposal based on the following criteria:

Responsiveness to RFP:
 Proposal’s compliance with the requirements of the RFP.

Experience of Entity and Personnel:
 Vendor demonstrates experience providing the type of service required or experience providing similar services.
 Vendor demonstrates they have the necessary resources, knowledge, skills, and experience to provide the required services.  Vendor is capable of conducting the specific tasks outlined in the RFP.

Cost of proposal:
 Cost of requested services is reasonable and consistent with industry standards.

Upon evaluation of the proposals and to ensure flexibility, the Police and Fire Departments recommend selecting The Counseling Team International (TCTI) and Psychological Consulting Associates, Inc. (PCA) based on their collective extensive experience and background in providing Peer Support and clinical services to public safety employees. Both vendors can provide turnkey services and had the highest qualifications based on the totality of factors considered in the review and scoring.

The term of each agreement is for an initial one-year term, with three additional one-year renewal options. The not-to-exceed amount for the TCTI agreement is $60,000 for each contract year, with a total contract not-to-exceed amount of $240,000. The total not-to- exceed amount for the PCA agreement is $40,000 for each contract year, with a total contract not-to-exceed amount of $160,000. Increases in fees for renewal years are outlined in the agreements for both vendors.

These services support the City’s Strategic Plan Goal D – Fostering a High-Performing Organization, Strategy 1 – Expand our professional development program for departments to build a pipeline of new talent and support professional growth, of the Strategic Plan Anaheim 2024-2034.
