CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: NOVEMBER 19, 2024
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: COMMUTE PROGRAM AGREEMENT WITH COMMUTE WITH
ENTERPRISE
ATTACHMENT (Y/N): YES ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, approve a Commute Program Agreement with Enterprise Rent-A-Car Company of Los Angeles, LLC dba Commute with Enterprise, for a five year term, in an amount not-to-exceed $150,000 per year, for the monthly rental of vanpool vehicles for use in the city’s vanpool program.
DISCUSSION:
The City of Anaheim, in partnership with the Orange County Transportation Authority (OCTA), has facilitated a vanpool program for commuters working in Anaheim through the Employee Transportation Center (ETC) since 1989. Council Policy 4.0 Waiver does not apply to this agreement, as it requires the City of Anaheim to use a vendor pre- approved through OCTA’s strict procurement process. By selecting an OCTA-approved vanpool provider, the city qualifies for a $600 monthly subsidy per van, which helps reduce the program’s operational costs. Currently, only Commute with Enterprise has the fleet and logistical capabilities to reliably meet the transportation needs of employees and the public. through OCTA’s strict bidding process. By utilizing a pre- approved vanpool provider. The vanpool program currently operates five vans, serving a total of 28 active participants, including both City of Anaheim employees and other commuters.
This agreement will assist the city in meeting the South Coast Air Quality Management District required Average Vehicle Ridership by reducing the number of vehicles on the road. The monthly rental fee includes insurance coverage, roadside assistance, and maintenance. The agreement is for a five-year term in a not-to-exceed amount of $150,000 per year.
IMPACT ON BUDGET:
Costs for the current year are included in the FY 2024/25 Public Works Department’s restricted transportation fund budget. Funds for subsequent fiscal years will be subject to approval through the annual budgeting process.
